There were 12 blue ribbons, four red, six white and two pink. These ribbons were distributed! as follows : John Redd received two blue and one red ribbon; Isabel Carr of Helper, one blue, one red, one white, and one pink; Paul Carr, one blue; Betty Baysinger, one blue and one white; Edith McGuire, three blue; Reva Riddle, four blue, one red, one white and one pink; Grace Waterman, one red and one white; and Effie Liddell, two white. This is an increase in participation over last year. Mrs. Liddell encouraged people of the county to exhibit, and then took care of the exhibits to and from the fair. She was well pleased with the showing Carbon county made and is looking forward to an even better showing next year. It is not too early to start prepar-- 1 ing, Mrs. Liddell says. Rullon Provo attorney and a Morgan, member of the governors council for civil defense, described Amendment Number One and the civil defense program as he addressed a meeting Tuesday evening of the Carbon County Council of Civil Defense in the Little Court Room at the Courthouse. The amendment, which provides for a continuity of government in the event of enemy attack, would assure the citizens of this country continued democracy and would forbid martial rule and individual government. The plan is for every elective officer in every town, county and state, to appoint not less than three and not more than seven successors in the event that he is unable to serve.lt would also make possible the storing of valuable records for safekeeping and reference during an enemy attack, according to Mr. Morgan. The amendment has been accepted already in several states. It is endorsed by the Governors Conference, the Justice Conference, the National Association of the American County Officials, Municipal Association, the United States Conference of Mayors, civil defense organizations, American Federation of Labor, C.I.O., the American Bar Association, war veterans, and countless civic groups. would be effective The set-u- p only in case of emergency and is not intended to be a permanent thing, said Mr. Morgan. He gave complimentary credit to Mrs. Irene Parsons, head of the Utah womens council for civil defense, who is spearheading the program in this state. Mrs. Parsons, said Mr. Morgan, is giving time far beyond that requested of her in order to set the program in motion. He also said that it would be the women of the state who would make the program successful. Mrs. Lee Diamanti, chairman of the Carbon county council, opened the meeting and introduced Mr. Morgan. Workshop kits were distributed to the representatives attending, and are to be taken to their clubs, church organizations and respective groups, who are asked to work on the suggested requirements and earn awards giv-- 1 en for preparedness. Mrs. Diamanti suggested that those attending try to accomplish a few items a month, and recommended the first five as knowing the warning signals, become aware of community preparedness if any, arrange for a shelter, plan for emergency cooking, heating and lighting. The Carbon College nursing program Is filled to capacity this year with eight new members in the class. The students are given a twelve months course, the first four being spent in training at Carbon College and the last eight months being spent in clinical training at Carbon Hospital. A new training course begins every eight months. Miss Betty Jean Kiley is the head of the program. She is assisted by Mrs. Telaroli, clinical instructor, and e Mrs. Jessica Olsen, a clinical instructor who joined the nursing program this year.
