S. Goniotakis, Columbia. The boys left Salt Lake City, Friday for San Antonio, Texas, where they will enter the Air Force to take their basic training. the Price city police Spendlove department following soon after a conference between state health authorities and Price city officials has resulted in the surpression of the practice of prostitution here and such action has reportedly been taken in Helper also following a similar conference between he state health officials and the lelper city authorities. Gon-iatak- Conference Brings Closure Order to Prostitution Practice Thursday, September 3, 1953 Entered Air Force honored at a Health-Cit- y On August 13, Dr. George A. Spendlove, director of the Utah State Department of Health, and Frank II. Pester, field representative of the departments venereal disease control office, met with Mayor A. D. Keller, Dr. J. C. Hubbard, city health officer, and Chief of Police Dave Safford concerning the operation of certain Price hotels as houses of prostitution. Mr. Pester, in his capacity as venereal disease control officer, previously had investigated for this condition in Price and Helper because his office had received several physicians reports of venereal diseases wherein these hotels had been named by their patients as having been the source of infection. Mr. Pester reported that his investigation found four hotels in Price Central, Trail, New Grande and White Star all offering the services of from one to three prostitutes. These findings were reported to Dr. who took personal charge and directed Mr. Pester to arrange the meeting with Trice city officials. At this meeting both men presented their reasons for wanting these places closed which included medical, legal and moral facts concerning the prostitution racket, and its adverse effect on the economic, moral and health interests of the community. Doctor Spendlove pointed out that it is a medically proven fact that prostitutes are not safe, and cannot be made safe, to patronize. He quoted from several issues of The Journal of the American Medical Association which flatly stated: "First that the control of venereal disease requires elimination of commercialized prostitution; second that medical inspection of prostitutes is untrustworthy, inefficient, gives a false sense of security and fails to prevent the spread of infection; third that commercialized prostitution is unlawful, and physicians who knowingly examine prostitutes for the purpose of providing them with medical certificates to be used in soliciting, are participating in an illegal activity and are violating the principals of accepted professional ethics. Doctor Spendlove added, Any physician who does these examinations is aiding and prostitution in any form is illegal charged with upholding the laws abetting, regardless of whether in Utah, and that it follows that of the state to repress ANY ac- or not a certificate is issued. it is the duty of all persons (Continued on page eight) Continuing his reference to the Medical Journal, Dr. Spendlove quoted: "Even if really free from infectious disease at the time of the doctors examination, a prostitute may become a carrier of disease with her first post examination contact or any subsequent contact. Mr. Pester told of another article in The American Medical Association Journal which is based on reports to the U. S. Public Health Service by New York, Chi-cak- o, Philadelphia, Los Angeles, Detroit, Cleveland and Baltimore which stated that a definite decline in the number of venereal disease were reported between 1941 and 1951, since the repression of prostitution w;as initiated in 1941 at the behest of the armed forces. Many other different articles and authorities were quoted by Dr. Spendlove showing that prostitution is a costly proposition to the state wherein it occurs. He cited V. D. Statistical Letter No. 33, U. S. Public Health Service, which stated that of 931 cases of infectious syphilis admitted to Hot Springs Medical Center (Arkansas), 98 per cent were between the ages of 15 and 34 years of age and in other areas of the country the percentage is about the same.
