Releasing of prisoners from penal institutions has become a racket, one that bears the quasi-legstamp of approval. It Is well that a means has been provided for the releasing of the deserving after they have served a length of time that gives society reasonable assurance that those so accorded leniency have learned the lesson of good fellowship.
