If a majority of the voters vote in favor of choosing a charter mmis-diothen the fifteen persons among the candidates receiving the highest umber cf votes are to proceed to frame the charter. When this commission has complet ed its work, it is to submit the charter to the pnupln at a (late lo be fixed by tho charter commission. The election cannot he held less than 60 days after the report is completed, nor more than a year from that date. The intervening times will give opportunity for discussion and debate and study by the voters.
