Pointing out the qualifications of a tax system as being just, equitable, flexible, simple in administration, diversified and adequate, he dimnimed the most important points of the six proposed state constitutional amendments, four of which provides for taxation changes. The other two deal wiLh filling legislative vacancies and giving the legislature power to change the site of the penitentiary. He said his interest in talking to the people was to get them to see that a constitution was not such a sacred document it could never be although it should be considered seriously. When Utah became p state, it looked around the country to find the best laws to incorporate in its constitution. Several laws of other states were adopted and placed in the constitution. As these laws became obsolete, other states eould change them but Utah could not make a change unless the constitution was amended. He said that he did not propose to have a definite taxation system put before the people, but that the new amendments would give the legislature the power to make whatever changes they deemed necessary. As it now is, the hands of the legislature are tied and they cannot remedy the situation until the constitution is amended. He defended county commissioners, city eouneilmen and school board members by declaring that they could not cut expenditures to lower taxes and that the ople would not want them to cut anything out He also pointed out that a change in the taxation system did not necessarily mean an increase in taxes, aa was generally believed, but merely a means to remedy the present system.
