Show PUBLIC NOTICES PAGE A10 SUMMIT COUNTY NEWS NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED Pursuant to the Utah Local Government Bonding Act, Title 11, Chapter 14, Utah Code Annotated 1953, as amended (the "Act"), on December 10, 2012, the City Council (the "Council") of Coalville City Utah (the "Issuer") adopted a resolution (the "Resolution") in which it authorized the potential issuance of the Issuer's Road Revenue Bonds, in one or more series, in an aggregate principal amount of not more than $425,000 (the "Bonds"), to bear interest at a rate or rates of not to exceed 2.5% per annum, to mature in not more than 10 years from their date or dates, and to be sold at a price not less than 99% of the total principal amount thereof, plus accrued interest, if any, thereon. NOTICE IS FURTHER GIVEN that the Issuer will hold a public hearing on January 14, 2013 at 7:00 p.m. or as soon thereafter as feasible at the City offices located at 10 North Main Street, Coalville, Utah. The purpose of the public hearing is to receive public input regarding the proposed issuance of the Bonds and the potential economic impact that the improvement, facility, or property for which the bonds pay all or a part of the cost will have on the private sector. As Road Revenue Bonds secured by Class B&C Road Funds, no property taxes will be pledged for repayment of the Bonds. The Bonds, pursuant to the Resolution, and of a Bond Resolution to be adopted authorizing the sale of the Bonds, are to be issued for the purpose of (i) financing the acquisition and construction of Road Improvements, including the replacement of the Icy Springs Bridge over the Weber River, and related matters; and (ii) paying costs associated with the issuance of the Bonds. The Issuer proposes to pledge 100% of the Road Funds received by Issuer pursuant to Sections 72-2-107 through 72-2-110, Utah Code Annotated 1953, as amended, for repayment of the Bonds. Copies of the Resolution, and the Bond Resolution are on file in the office of the City Recorder in the City offices, where they may be examined during regular business hours of the City Recorder from 8:00 a.m. to 5:00 p.m. Monday through Friday for a period of at least 30 days from and after the last date of publication of this notice. NOTICE IS FURTHER GIVEN that a period of 30 days after the last date of the publication of this notice is provided by law during which any person in interest shall have the right to contest the legality of the Resolution, the Bond Resolution or the Bonds, or any provision made for the security and payment of the Bonds by filing a verified written complaint in the district court of the county in which he / she resides, and that after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cause whatsoever. If written petitions which have been signed by at least 20% of the registered voters of the Issuer, are filed with the Issuer during said 30-day period, the Issuer shall be required to hold an election to obtain voter authorization prior to the issuance of the Bonds. If fewer than 20% of the registered voters of the Issuer, file a written petition during said 30-day period, other than referendum rights, the Issuer may proceed to issue the Bonds without an election. PUBLIC HEARING NOTICE Francis City will hold a public hearing to consider potential projects for which funding may be applied under the CDBG Small Cities Program for Program Year 2013. FINAL NOTICE OF A POTENTIAL IMPACT TO A FLOOD HAZARD AREA Summit County is considering committing U.S. Department of Housing and Urban Development funds, under Title I of the Housing and Community Development Act of 1974 (PL 93-383), as amended, to undertake a project known as Wastewater Improvement Project in Echo, Utah. The specific elements of this proposed project are: A drainfield and a lift station will be constructed. 2,800 feet of PVC sewer lines will be installed. An existing drainfield will be rehabilitated. Approximately 650 feet of existing sewer line will be rehabilitated by slip-lining. Rehabilitation of the existing drainfield which has failed will occur within the 100-year flood zone of the Weber River. The proposed action, if implemented, will impact a Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA); reference 49043CO275C. The purposes of this notice are to: (1) inform the public of this commitment and (2) identify the reasons why the proposal must be located in the floodplain; (3) provide a list of the alternatives considered; (4) discuss all mitigation measures to be undertaken to minimize adverse impacts and to restore and preserve natural and beneficial values. Details concerning the proposed project are available for examination / copying at Summit County Health Department located at 85 50 East, Coalville, Utah 84017 weekdays between 8:00 am through 5:00 pm.
