Show JANUARY PAGE SUMMIT COUNTY NEWS 8, 2010 Francis town hall may not be dead end Bob Jasper, County Manager, takes the lead CHERYL OVARD SCN Editor BY JEFF STEVENS Special to the News Although Francis voters denied a measure to build a new $649,000 town hall in November, the issue may have found new legs. Discussion among the newly elected council, unconfirmed at presstime, has led to a tentative proposal to revisit the issue at a special election in June. The new council has not yet been seated and currently has no decision making authority. However, at a candidate's forum in October 2009, several since elected candidates voiced in favor of the building, including newly elected Mayor Lee Snelgrove. Additionally, the Utah Permanent Community Impact Fund Board, which has agreed to loan Francis the money for the building, has agreed to extend the offer through June. Previously, the no interest loan offered by UPCIFB was to expire earlier, requiring voters to approve the building during the November election. The extension of the loan offer gives Francis another chance to take its message to the people. Judging from the results of the November election, the A3 new council has a good chance of success. Nov. 2, just 150 voters (56 percent) voted against the measure compared to 116 in favor of the building. That means proponents of the new building need only convert 17 negative votes to their side, to change the outcome. The proposed 4,000 square foot building is the result of planning by outgoing Mayor John Bergen, who put the ball in motion and secured the loan from UPCIFB. "The town has never really had a town hall or building that will encompass all the town's needs," said Bergen. New County Manager Bob Jasper has had a "...fun but tiring week. I have met many really good people and have found that there are certainly a lot of issues (to get to know about)!" A full agenda on January 6 met the Summit County Council as they began as the Park City Fire Special Service District Governing Board. Following an interview, the 4 p.m. work session began, calendar events and minutes, and the Wasatch Forest Update presented by Jeff Schramm, District Ranger, and Steve Ryberg, District Ranger. The Wasatch-Cache and Uinta National Forests were merged in 2007, due to declining budgets. The consolidation also reduces overhead to keep on the ground employees. Five employees were cut from staff, which opened up more revenue for the operations. The Summit Research Park and County purchased Open Space was shown as a slide presentation by Attorney Dave Thomas. In the Council Chambers the remainder of the meeting continued as outlined on the agenda. Attorney Dave Thomas assured the County Council that it was because of "due process of the law" that they do not attend the Planning meetings. Because of the this due process, it is important that they follow this protocol, and assure the public that yes, they are concerned about the items being discussed but so that they do not violate due process, they have been advised to follow the outlined law and not attend them. The planning commission must meet before and without the input of the county council. They must make sure that they follow the process because it hurts the developer if they do not. The County Council has been concerned that people do not understand that this is the judicial process and has to go in sync of the process. was unbelievable." The grandeur of that stadium set the tone for the whole day. Parents and chaperones were able to watch the dress rehearsal and get some photos. After dress rehearsal, the girls started to prepare for the game. Once they had every hair in place, their costumes just right, and their make-up ready to dazzle, they were off to the game between The Florida Gators and Cincinnati Bear Cats. While sitting on the field the girls had the opportunity to meet and take pictures with the award winning country group Lady Antebellum who sang the National Anthem. As halftime drew closer the butterflies started as they geared up to perform in front of over 75,000 fans. The halftime was full of excitement with the many youth per- formers prepared for this awesome event. There were over 1200 band members, 75 color guard members, the 300+dance and cheer teams and lots of pyrotechnics. Having all the pageantry you would expect from a halftime show for such a magnificent event it went off flawlessly. Senior Kylie Sneddon said, "I was so excited and proud of our team." The girls also found time to do sightseeing, shopping and had a New Years Eve dinner dance. The Esonas would like once again to thank our community for all of their support! It also brings it closer to home when things like this happen and the officers in the neighboring towns are friends of other officers — like one big family. In meetings both day and night, those newly elected officials were present and sworn in to start the 2010 year off, as pictured here in Henefer on Tuesday, Jan. 5 - as Mayor Randy Ovard, and Council Members Kay Richins and Brent Ovard raised their right arms to the square. The same oath is taken by appointed members, as well. This is statement made as 'Oath of Office" is repeated by each individual - either singly or as a group - and then they are to sign the paper for the record: "I do solemnly swear (or affirm) that I will support, obey and defend the Constitution of the United States and the Constitution of this state, and that I will discharge the duties of my office with fidelity." Upon completion of this "Oath of Office" each person is solely responsible and officially begins his reign as duly stated. This process has been ongoing since we have become a free nation...and those privileges and rights won with no easy task...is what makes our country what it is today! Every American should be proud to be one and remember the lives who paid for our freedoms that we each can enjoy! Congratulations to all who took the "Oath of Office" this week! The girls settled in their hotel rooms then they were off to rehearsals with 25 other teams of dancers and cheer squads from across the country. The Esonas were proud to be the only school representing Utah. Dave Scott got right to work to put a complete halftime show together in two days. After hours of rehearsal the girls were ready to go to the Super Dome for a dress rehearsal. Scott mentioned to parents that "...this Utah team were hard workers". Walking into the stadium was a remarkable experience.
