THE MEETING WILL BE HELD ON AUGUST 12, 2009, BEGINNING AT 6 P.M. AT THE COUNTY COURTHOUSE, COUNCIL CHAMBERS, 60 NORTH MAIN STREET, COALVILLE, UTAH. The proposed resolution sets the fee for a Special Exception process, which was recently approved to be added to the Snyderville Basin Development Code and the Eastern Summit County Development Code. NOTICE OF PUBLIC HEARING Weber Basin Water Conservancy District Public Notice is hereby given that, on July 23, 2009, the Board of Trustees (the “Board”) of the Weber Basin Water Conservancy District (the “District”) adopted a resolution (the “Resolution”), providing for the issuance and sale of water revenue bonds of the District (the “Bonds”), and calling a public hearing to receive input from the public with respect to the issuance of the Bonds and the potential economic impact that the improvements, facilities, or properties to be financed in whole or in part by the Bonds will have on the private sector, pursuant to Section 11-14-318, Utah Code Annotated 1953, as amended. The District intends to issue the Bonds in the maximum principal of $1,250,000, for the purpose of (a) financing a portion of the costs of acquisition and construction of secondary water system improvements and related facilities and (b) paying costs and expenses incident thereto and to the authorization and issuance of the Bonds. The District will not pledge any taxes of the District for the payment of the Bonds. Instead, the District will pledge, pursuant to that certain Master Resolution Providing for the Issuance of Water Conservancy Revenue Bonds, adopted by the Board on July 22, 1999, the revenues attributable to the District’s water system for the payment of the Bonds. The Board will hold a public hearing at 9:00 a.m. on August 28, 2009. The public hearing will be held at the regular meeting place of the Board, located at 2837 East Highway 193, Layton, Utah. All members of the public are invited to attend and participate in the public hear- ing. Prior to the public hearing, written comments may be submitted to the District, to the attention of the Secretary/Treasurer of the District, at 2837 East Highway 193, Layton, Utah 84040. NOTICE OF BONDS TO BE ISSUED Notice is Hereby Given pursuant to the provisions of Section 11-14-316, Utah Code Annotated 1953, as amended, that on July 23, 2009, the Board of Trustees (the “Board”) of the Weber Basin Water Conservancy District (the “District”) adopted a resolution (the “Resolution”) in which it authorized the issuance of the District’s water revenue bonds (the “Bonds”) in an aggregate principal amount of not to exceed $1,250,000, to mature in not more than 21 years from their date or dates, to be sold at a discount from par, expressed as a percentage of principal amount, of not to exceed 0% percent, and to bear interest at a rate or rates of not to exceed 4.0% per annum (other than with respect to any delinquent installments of principal or interest, which shall bear interest at the rate of 18% per annumfrom their due date until paid). The Bonds are to be issued and sold by the District pursuant to (1) the Resolution, (2) a Master Resolution Providing for the Issuance of Water Conservancy Revenue Bonds, adopted July 22, 1999, as amended and supplemented (the “Master Resolution”), and (3) a supplemental resolution supplementing the Master Resolution, to be adopted at a future date (the “Supplemental Resolution”). The form of theSupplemental Resolution, in substantially final form, and a copy of the Master Resolution were attached to the Resolution at the time of the adoption of the Resolution. The Supplemental Resolution will be adopted by the Board at a future date prior to the issuance of the Bonds in substantially the form attached to the Resolution, with such changes thereto as shall be approved by the Board upon the adoption thereof, provided that the principal amount, interest rate or rates, maturity or maturities and discount will not exceed the maximums set forth above. He was born March 24, 1972, in Ogden, to Richard and KayeDawn Epps. He was an avid outdoorsman who loved jammin’ with good friends and spending UPAXLP time with his constant companion, Vader, who was always at his side. He also had a true passion and talent for carpentry and has left his mark in the homes of many family, friends, and clients. He is survived by his soul mate, Heather Fox, and her son Porter; children, Tymber Epps; sons-in-law Skylar Hicken and Casey Walton; parents, Richard and KayeDawn; brothers, Greg, Justin, Eric (Sarah); sister, Melinda (Rodney); sister-in-law, Crusan Epps; grandparents, Varnell and Arlene Haws; nieces and nephews; and many friends and extended family. Troy will forever be “living the dream,” and will be greatly missed by all who knew him. Graveside service will be held Friday, July 31, at 11 a.m., at the Marion Cemetery.
