Summit County Communications dept. dispatcher, Lylette Willoughby was honored by the department for the part she played in helping to locate and save the life of a 26 year-old handicapped woman from Wyoming. On hand to thank her in person were the brother and parents of the victim. The case began with a call to the woman's parents reporting her disappearance from a care facility in Rock Springs but local law enforcement personnel believed she was still in the area. In reality, a truck driver, who turned out to be a registered sex offender, had picked up "Amy". A "sighting" of Amy was made in Utah but no details were obtained. Amy was never placed on a National NCIC or "Amber" Alert system. Being a caring person, Lylette put her job on the line to help the family by encouraging them and making phone calls. The suspect and victim were involved in a truck accident in Tremonton but authorities released her once again to the suspect because he said he was taking her to find a job in the Salem, Oregon area. Although authorities were alerted and were waiting for him, the suspect never showed up. Amy ended up in Bend. Oregon and representatives of the care center returned her to her parents. Lylette's 20 years of experience and following her intuition helped 'to-bring~a good conclusion to the case, according to Dispatch Administrator Lieutenant Brent Ball. Lylette retired from her job in September, ending a career filled with lots of experiences including great co-workers and watching the communications center grow and change from two people to modern technology with nine persons on board. North Summit School District broke ground for a new middle school. County commissioners spoke to a small crowd wanting to see just what items would be viewed when the box is opened 50 years from now. Items inside the capsule included Olympic memorabilia, marriage, business and liquor licenses from the clerk's office, a story on the infamous "bats " in the court house, l-shirts, fair ribbons, library card, maps, history books, photos of the courthouse, and of course an issue of The Summit County Bee. Coalville City spoke of plans to revitalize their Main Street. Although most residents would like to have some progressive movement they appeared to be against narrowing the Main Street and has some questions regarding the main entrance into Coalville from 1-80. The plan was sent back to the -drawing board (planning commission) for further discussion. Students worked on a watershed project in Chalk Creek to help with water quality in conjunction with Utah Governor Olene Walker's Watershed Initiative.
