In addition, a petition protesting a zone change and bearing more than 150 signatures, was held in question because some signatures were felt to be invalid, either because of age, or residence. A woman in the audience requested an opinion of the value of a petition. Bob Adkins, Summit County attorney, explained a petition carries no legal weight. The Coalville City Council is not required by law to make a decision based on foe opinion expressed in a petition. However, the petition is a useful means of letting elected officials know the feelings of the people, especially if a majority opinion can be established. Because of many similar problems, foe City has encountered in tne past few years, a new zoning ordinance is currently being drawn up for Coalville. This ordinance, if adopted, would expand and clearly define guidelines for future development. However, the ordinance is not yet complete. At the conclusion of the hearing, the Coalville City Council decided to establish a planning commission for the city, for foe purpose of administering and enforcing the new zoning ordinance as soon as it is completed and adopted.
