Show ACTING MAYOR Mary Lehmer presided over this meeting. Coiincilmen present were: Robert G. Burns, Clements P. Hansen, and Richard Martinez. Supervisor Hughes and Acting Marshal Henley were present. Attorney Dick Perkins was also present. Minutes of the previous meeting were read and approved, after several corrections. Mrs. Lehmer reported she had contacted Melvin Flinders concerning the Chamber of Commerce using the Museum Building and he had assured her this was permissable. Victor Buck reported that Mr. Leland Brodbeck, who the council had approved to fill the position of City Manager, had written to inform the City that he had taken another position in Dodge City, Kansas. Mr. Buck stated Mr. Victor C. Suhm will be contacted as second choice. MR. HANSEN informed the council he was dissatisfied with the work being done by the City Supervisor and the crew. He listed several items he had asked to be done and they were all still waiting for attention. He stated the roads are in a deplorable condition and the good weather is going and it will soon be too late to use mulch. Mrs. Lehmer asked Mr. Hughes for his explanation of the situation. Mr. Hughes stated with so few men and so many critical water and sewer breaks he has not had time to get at the items Mr. Hansen had mentioned. He felt water and sewer emergencies had priority over most work. He also stated with all the building and development work going on in the city this year it was almost a full time job to try and oversee all connections and building and also approve plans and ect. COUNCILMAN MARTINEZ felt the crew should be split and make one group responsible for water and the other for streets. The council agreed this would be better but there isA nothing in the budget to pay for extra men. The council agreed something worked out. will have to be Councilman Martinez stated Mr. Fuelling had contacted him and asked that some action be taken about allowing people to use the city dump. Mr. Fuelling has been supervising the dumping for several years and he stated now with so many contractors and others using the dump, it is impossible to keep it pushed back where the trucks can get around. Mr. Martinez suggested giving Mr. Fuelling permission to demand permits from all those using the dump. COUNCILMAN BURNS moved to appoint Mr. Fuelling as Dump Supervisor and have a chain put across the dump and have definite hours for usage. Councilman Hansen seconded the motion and it carried unanimously. The attorney will draw up a contract for Mr. Fuelling to sign. Councilman Hansen moved to rescind the motion made at the setJuly 6 meeting givingRI Zone. back privileges in the Cr. Councilman Bums secondedthe motion and it carried. The manager applicants who had been interviewed all felt that if they were responsible for the work in all departments they should have the power to dismiss from employment all employees except the City Attorney and the Justice. protection. I sincerely believe the Council should reconsider the action taken at the July 6, City Council meeting and reaffirm my appointment of Merrial Street as Chief of Police. As our police department now non-electi- ve A stands we have only one policeman who has the training required by the State of Utah, and it is a long wait to get our other policemen through school. I know our police department isnt all that bad that we have to keep hiring them, schooling them and dismissing them. AFTER TALKING to Sheriff Robinson I learn he is quite, concerned and expressed his disappointment in the dismissal of Merrial. His department and the City police department are working on several projects that will benefit every citizen of the city and county and Ron and Merrial are working very hard to get these projects across. DISCUSSION followed. Councilman Burns and Councilman Martinez stated they felt this was giving too much authority to the manager. Councilman Hansen moved to adopt the amendment as written by the Attorney. The motion died for lack of a second. Mr. Raymond Childs asked about the ownership of a small parcel of land between his property and the road to the Resort. The Attorney stated Mr. Childs should have a title search made to determine who is the owner of the parcel in question. Councilman Burns reported he had several bids on a shed for the equipment and they would be submitted at the next meeting. A discussion was held on the location for the shed. Mr. Burns will check into the ground behind the Utah Coal Building. know there are petitions being circulated in Park City in regards to the reinstatement of Merrial as Chief of Police and I believe they demand conI sideration in this matter. Merrial asked me several days before I left the city if he could take time off to go on a fishing trip with other members of his family to Montana. He told me Sheriff Robinson had informed him he would have two Deputy Sheriffs and four or five reserve officers in Park City as well as other police protection available in a few minutes time. 1 told Merrial to go ahead and take his trip.
