And believe me, if a Congressman were to study that many bills, he wouldn't get anything else done-a- nd in the process he would ruin his eyes and unbalance his equilibrium, I daresay. Can you imagine spending all of your time reading some 20,000 items of legist tation all replete with lawyer's nice phraseology, the "provided thats" and "Subject tos and "whereases" ?I It Just couldn;t be done. To spare each member the impossible task of concerning himself directly with all of the measures that are introduced, the work of the Congress has been divided up by the committee method. The House of Representatives has 21 standing committees and two does a bill have of becoming law? Not much, according to statistics Just released relating to the work of the 1st session of the 90th Congress. In all, there were 17,415 bills Introduced in the Congress during 1967. Only 453 of them vera enacted into law. That's less which isn't much of a than batting average, regardless of the league you're in. m addition to the bills that were introduced, there were 1,102 Joint resolutions, 657 concurrent resolutions and 1,213 simple resolutions sponsored in the two Houses during the 1st session of this Congress. All of these measures added together, including bills, makes a grand total of 20,387 items of legislation. The gentleman from Colorado believes the purpose of the committee is to get its assigned work done with all deliberate speed, and that it be done well. The committee had 644 bills referred to it last year. It reported 59 to the House for final action, after extensive hearings, and 38 of them became law. Others are pending in the Senate for action there. The Select Committee on Small Business is not a legislative committee. That is, it does not consider specific items of legislation, but is concerned ng with studying matters of interest to small business and making recommendations to the Congress for appropriate legislative action. During 1967 the House was In session 189 days, the Senate 200 days. To be precise, that figures out to exactly 1,090 hours, 48 minutes for the Senate 868 hours, 16 minutes for the House. The amount of debate that took place during these periods of time makes up 36,420 paps in the Congressional Record, 19,086 for the Senate, 17,344 for the House. The Senate topped tis in this category, too, as there were 315 roll call votes in that body. In the House, however, there were, in addition to the roll call votes, 202 quorum calls; that is, a reading of the memberhsip roll to determine attendance.
