' H NOTICE to hereby given of a special ejection (o be held la The Central Utah Water Conaervancy District on Tuesday,: December .14, of 1963, betweea the hours of 7:00 A.M. and 8:00 P.M. for the purpose Resolution: in the stated following n on the piopcrf-tiovoting RESOLUTION WHEREAS, the Board of Directors of The Central Utah Water Conservancy District (herein sometimes referred to aa The District"' has determined and does hereby determine that the Interest of the district and the public Interest and necessity demand that there be entered Into between the district and the United States of America a contract for the construction of the Central Utah Project Bonneville Unit works to conserve and make available for beneficial use surplus waters of the Colorado River and Its tributaries and other sources of water within the d strict, for domestic. Irrigation, power, and miscellaneous purposes, with incidental benefits for flood control, recreational and ftoh and wildlife purposes, the estimated cost of which works Is 1320,000,000.00 and tne amount of the principal of the indebtedness (the part of the cost to be repaid by the District) is 9130,678,000, which indebtedness may be increased not to exceed 20 per cent for potaibie increases resulting from any or all of the following: (1) price Increases for construction of project works; (2) enlargement of project works; and (8) increases and adjustments in allotment of irrigation, municipal and industrial water. Said repayment obligation is divided into irrigation and tax revenua obligations of 654,406,000, which is repayable over an installment period of 50 years, without interest, except that delinquencies shall bear interest at 6 per cent per annum, and a municipal and industrial repayment obligation of 176,268,000 plus interest at a rtfs to be established pursuant to the provisions of Section 5 (f) of the Act of April 11, 1956, (70 Slat. 105), as amended by the Act of June 27, 1960 (74 Stat 277). Said municipal and industrial repayment Obligation to to be paid over a period of 40 yean. There is also a 6 per cent per annum inter-oa- t charge for delinquencies on payment of said municipal and industrial obligation. That the interest of the district end (ha public interest and necessity demand that the district enter into the aforesaid contract with the United States of America for (he construction of the Central Utah Project Bonneville Unit Works and an acquisition of a water supply for the District, all as recited above, and more fully described in the oototract, copies of which are on file as aforesaid. SECTION 2. That the district baa no funds available to pay the cost of tbs works which are the subject of the aforesaid contract with the United States of America, and the expenditure represented thereby is greater than tha ordinary annual income and revenue of 14 RESOLUTION. BOARD OF DIRECTORS CENTRAL UTAH WATER CONSERVANCY DISTRICT As members of the Board of Directors of the Central Utah Water Conservancy District, wa the undersigned respectfully call to the attention of the citizens of the District a special election on December 14 for the purpose of approving a repayment contract between the District and the UJ3. Government As members of the Board, representing the citizens of the District in matters pertaining to this water development, we urge that citizens legister a favorable vote at this election to enable the beginning immediately of construction of the Bonneville Unit of the Central Utah Project. This project will bring great benefits to the Stats of Utah, providing water for our cities, industries and farms and ranches. It will strengthen the economy, open the door to future growth, provide new jobs, and improve recreational opportunities. In addition to enabling construction of the Bonneville Unit, a favorable vote will show the Congress that Utah is ready to move ahead with its water developments, thus paving the way for other projects so necessary to the state and its future. As members of the Board, ws urge as big a turnout at the election as possible to show those who may covet Utah's share of the Colorado River water that the citizens are determined to protect their water rights and to put that water to beneficial use. The undersigned members of the Board strongly believe that if we are to protect Utahs future the citizens of the District should vote Yes for water at the special election December 14. That notice of the said election shall be given by publishing once a week for two consecutive weeks, the lost public-tlo- n of which shall be at least ten (10) days prior to the dnte of said election, In the Salt Lake Tribune and in tha Deseret News, which are newspapers hereby found and declared to be newspapers printed BINGHAM CANYON MINE I CLOSED TO PUBLIC Because Kenhecott's $100,000,000 expansion program moves into the west side of the Bingham Canyon Mine, the visitors' observation point in this area will be closed to the public from December 6, 1965, to late January, 1966. During the construction period, no alternate point from which to view the mine will be available, and no public tours can be accommodated. Following completion of the expansion activity in this area, a temporary visitors' observation point will be made available for approximately one month. The Company then will erect a permanent observation point. Kennecott regrets having to close the observation area even temporarily, because the Bingham Canyon Mine has proved to be one of Utahs most popular attractions.
