Show NEEDED NEEDED-A A VOTE FOR FREEPORT As provided by law copies of of proposed constitutional amendments must be published before election time There are two in this issue We urge your perusal and we hope you will prepare to go alon along with the great majority in giving them your Yes Ves vote in the election on Nov 3 3 Amendment No 1 is the so called freeport measure and provides that tangible personal property which is shipped beyond the state of Utah within a period of one year may be exempt from rom property tax Industrial leaders all over the state point out that this measure is sorely needed to place Utah in a competitive position to become a greater warehousing and manufacturing center for forthe forthe the intermountain area and western states Most states in the union do have provisions to exempt ad valorem taxes on on materi materials ls and goods that are held for manufacturing manufacturing manufacturing manu manu- or processing purposes and warehoused ed for immediate sale To be competitive with these states in building up industria industrial industrial in in- muscles Utah must provide the same advantages otherwise they would locate in Nevada or or Arizona pr iT anyone any any- any anyone n one of several other western states which have su such h pro provisions pro pro- ro- ro visions And Utah is faced with the problem of locating more industry in the state in order to provide more more jobs for our ever ever growing population The second amendment s 's not as important but is is' something something something some some- thing that conceivably could be needed in in the the event of a major disaster It would provide provid for the orderly succession to the power and duties of public offices At present there is no provision for carrying on the continuity continuity continuity con con- of st state te and local government operations in the event of a disaster caused by enemy attack This constitutional change would make such continuity possible Joint resolutions must pass by a two-thirds two vote of the legislature legislature legislature legis legis- lature and signed by the governor before being placed on the ballot for a decision by the people The 1963 legislature by such a vote recommended these two tw measures for approval We sincerely hope they will be ratified in the coming general election Competition between states and communities for new industry is very keen een and if Utah is to succeed in this area they must offer the same advantages that any other area can off offer es Utah Pro the newly form formed d wide state group which is vigorously working to industrial relocation tion of industry industry industry in in- strongly backs the freeport freeport am amendment We hope you will wil support it at the Novem November er el election I u |
