Show SUMMIT COUNTY NEWS PAGE A4 The 9th Annual Triathlon holds even in Echo JULY 16, 2010 Conservation Corner 4NRCs The value of water THOMAS HOSKINS Rangeland Management Specialist USDA-Natural Resource Conservation Service CHERYL OVARD SCN Editor Once again the XANGO Echo Triathlon, which is open to 1000 athletes, opened with the open water swim, highlighted by a beach start for each wave (wave determined by age and ability). This year the North Summit Band members and friends assisted with volunteering where needed for directions, etc. The swimming event was followed by a low-traffic road bike on the frontage roads and finished with the run on the Rail Trail. Some groups were able to participate with a relay team — each person completing one of the events for their group. The swimming event is a sprint 750 meters or Olympic How does water affect your life and livelihood? As an agricultural producer how does water and water rights affect you? Your water rights dictate how much irrigated farm ground you have, and also when you can apply the water. Other water rights determine how many houses you can develop on your lot, while still other water rights determine how many cattle your range can sustain. But the real question is what do you know about your water rights? First things first, are the water rights that affect you, in your name or in the name of your company? Have you ever updated your water rights since you bought the land? While working in Rich and Summit county I have seen some disturbing trends. Farms and ranches have changed ownership twice, once when grandpa sold the farm to dad, and when dad has sold it to his son. In the meantime the water rights have languished and never changed ownership. The water rights are all too often in the name of Grandpa who has been deceased for 45 years. The springs and wells that are the lifeblood of the ranch are not owned by anybody alive or actively involved with the ranch or farm. That presents a huge problem. What value do you place on your water rights? If the farm that Grandpa bought had oil and gas reserves, would you let the mineral rights sit for 45 years before you got around to changing the name of the owner? I imagine that when grandpa died you probably would have changed the ownership to protect the asset, and why? Because oil and gas is a very profitable and limited resource. Why is a water right viewed any differently than an oil or gas mineral right? Water too, is a very valuable limited resource. Without water your farm and ranch would have little if any value. I'm writing this article with the hopes that local farmers and ranchers, and for that matter all property owners will investigate their water rights and fix any problems 1.5K — which is held in the Echo Reservoir. The biking event is sprint 20K or Olympic 40K; and the run is a sprint 5K or Olympic 10K. The website now is in need of updating, and Karsten Moench has been asked to be the webmaster. He will now work with the county departments to im- prove online presence. There will be more services online that will help streamline citizen services, such as license renewal and problem notification. The site will have a new look, be a place for staff to utilize, be user friendly and yet unique, have online services, be compatible using current trends such as Twitter, Facebook, and other social media and mobile devices. Ideas were presented to the Summit County Council on Wednesday, 7 July, for discussion. The website is also intended to be a tool to communicate with the business community, tourists, other government agencies, and residents. Watch for the updates. Shouldn't it be you? I will finish this article with a little bit of homework. Go to the website and print all of your water right statements. Senator Barry Goldwater from Arizona put it best when he said "A man from the west will fight over three things: water, women and gold, and usually in that order." There is one entity in Utah that deals exclusively with allocation of water rights, and they have developed a website from which you can access all relevant information pertaining to your water right. The Utah Division of Water Rights is a state governmental agency that has been tasked with the duties of ensuring all waters of Utah are put to beneficial use. There website located at http: / / www.waterrights.uta h.gov/ has loads of important information. From this website you can search for your water rights by Legal description (section-townshiprange), name of water right, or by clicking on a map.
