Show PAG E SUMMIT COUNTY NEWS A4 Francis update — Census speaking! There are strategic places set up throughout the county to help you complete your Census... If your is not mailed in... do so now! Take ten minutes of your time...answer the ten questions...with your help the 2010 Census can help you! In 1790 the United States conducted a census count so that they could "determine the number of seats each state would have in the U.S. House of Representatives". This census report also showed where people located their homes, and the pattern being determined by them as to where they would reside. The official "Census Bureau was not created until 1902, however, and they also added surveys such as the Community Survey, as well as over 200 annual surveys. The Current Population Survey and economic census is done every five years. Their motto - "We move forward when you send it back" indicates the importance of every household completing and sending their brief census in. If you did not receive your Census questionnaire contact them immediately, and you will not be overlooked. Every year allocates more than $400 billion to states and communities based on census data in part. It is also determined every ten years how many live in the household. Questionnaires help to determine locations for retails stores, schools, hospitals, new housing developments and other community facilities. "by law, the Census Bureau cannot share an individual's responses with anyone, including other federal agencies and law enforcement entities! Francis may change their status after the results of the Census. The official count in the last Census (2000) was slightly over 800 so it may be safe to estimate another 200 have moved to Francis since then. About a year ago, we looked at the number of Water Bills being mailed and from that count we estimate we should be pretty close to the 1,000 mark this year. That number would move us from "Town" to "City" status. Besides the psychological aspect of "moving up the ladder", additional budget and financial reporting regulations are required. Also, our current 5-member Council will have the option of adding a 6th member, allowing a broader representation of the growing town. City status would be an exciting landmark event in the history of Francis. It will confirm the town's growth from its humble beginning as pasturing grounds in 1865, as well as an indicator of the increasing responsibilities, for residents and Town Council. Francis residents have seemingly embraced participating in the 2010 Census count. Last week Francis was reported as having over 40% form return, compared to the state and county 19-20%! During April July, Census workers will make 5 attempts to visit households who have not returned a form. Watch out for the new scam...There is a census scam circulating. Here is what to watch for: A census worker will not ask for Social Security numbers, bank account numbers, credit card information or any personal information. Real census workers will have a badge, a Census Bureau canvas bag and a confidentiality notice. Census workers will never contact you by e-mail. Park City - Looking forward to a "Super Wal-Mart" Park City Wal-Mart Manager Michael Donahue is pleased with the progress towards completion of the remodeling of the store at Kimball's Junction. "Everything is moving — literally ...and the completed section is "blue"- which makes it look brighter!" He stated that the grand opening will probably not be until January, 2011. APRIL 2, 2010 Head Librarian quits. Gets fired? BY JEFF STEVENS Special to the News Shaky employment futures continue to be the trend in Summit County government, as Head Librarian Diana Skousen is no longer employed with the county. On Wednesday, the Park Record reported County Councilman John Hanrahan as saying, Skousen resigned via a letter earlier in the month. However, early word around the courthouse indicated Skousen had been fired. The rumor was added spine in an interview with County Manager Bob Jasper, in which he refused to deny Skousen had been fired. "All I'm going to say about that is that she resigned," Jasper said. When asked if Skousen was forced to resign, Jasper said. "I told you, I'm not going to say anything other than she resigned," Jasper said, before referring any further questions to the county attorney. In fact, Jasper was asked several times from several angels to deny that Skousen was fired and he refused to deny it every time. Skousen could not be reached for comment. However, all indications prior were that Skousen was doing well in her position and content in her job. In an October story in the News, Skousen reported that library patronage was up 29 percent from the year before. Also in that story, she detailed her plans for new programs and initiatives stretching well into the future as a result of library expansions and added space. Skousen reported to Summit County Editor, Cheryl Ovard, following the public input session at Coalville the beginning of the month of March that she was pleased with the square footage which was being planned for the renovation of the old hospital, which will become the Coalville Library / Health Department upon completion., stating "...I can work with that!" Regardless whose motivation prompted the leaving; Skousen is no longer employed with Summit County. The librarian, however, is only the most recent county employee to be added to the rolls of unemployment As part of reported budget cuts, the county eliminated four employees: twoplanning, one from the health department, one from public works, prior to Christmas. Other changes announced to be forthcoming in the County include Steve Jenkins, Director of the Summit County Health Department and Beth Jacobsen from the Treasurer's Office, both planning to retire and leaving in May. Betty Willoughby in Records will also be retiring soon as well as Leslie Thiel, who was just transferred from Records to the Treasurer's office so as to be able to train a new person after Beth retires, but before she retires. The News has submitted a Freedom of Information Request to the County seeking a copy of Skousen's reported resignation letter. Republican County Convention... Summit County Spring snowstorms did not deter the Republicans from showing out once again in record number in Summit County to attend the Republican County Convention at the Park City High School on Wednesday, March 31. The Color Guard was under direction of the National Jamboree Troop 604, with their leaders Chris Hansen and Bruce Hough, consisting of Boy Scouts from both the Summit County and Sandy areas. Lt. Governor Gregg Bell opened the meeting with prayer, followed by introductions and MC Republican Chair Henry Glasheen. Glasheen commented on the Caucus, which was held only eight days ago - with over 750 in attendance throughout Summit County, and approximately 50 of them converts from the Democrats! We also were able to raise about $2500 - a far greater sum than we were able to come up with in the previous Republican Caucus! Keynote speaker for 2010 was The Honorable Governor Gary Herbert. He began his remarks by honoring Glenn Thompson, Summit County Treasurer. "...a great man and one of the finest men I have worked with while I was a County Commissioner. Thank you Glenn." His comments included various goals...goals he has worked towards since taking office May 18 of 2009 when Governor Huntsman was called to serve in China. The first goal is to "grow -- the economy" - to have more $$$ without having taxes. The second goal is working with education. The importance of education and to keep it constant. Third is to take advantage of our energy development. Expanding and developing our energy with coal, oil and gas...we need energy! It is important to not just being there (for the people) not just talk - but actually doing something! We must work together to make solutions. Work together for education - for developing energy, and taking care of our public lands. Utah - this is a great State! We have great people! It is a great place to live, and a great place to raise a family! The meeting continued with introductions of State Candidates' comments, then County candidates and concluding with the voting for who will represent the Republicans with their candi- date for County Sheriff. 100 delegates are possible, of which 94 have registered, with a zero status - challenge. The results of the election by the delegates with 93 ballots read declared Dave Edmonds as the winner, with 64 votes over Kris Hendricksen with 29 votes. 56.4 votes are necessary to make the 60% needed for a majority. Dave Edmunds will be on the Republican ballot running for Summit County Sheriff.
