Members of the Utah Attorney General Internet Crimes Against Children (ICAC) Task Force issued a warning today that the Maness case is just one example of a disturbing trend being seen in Utah: people who view child pornography are often molesting children as well. "People are not viewing child pornography out of curiosity, they are witnessing children being sexually abused and many are acting out on what they see," says Attorney General Mark Shurtleff. Task force issues warning: Child porn viewers are acting out what they see A Sandy man is now serving up to 45 years in prison for sexually abusing a child while he was on probation for a 2006 child pornography case. Travis Maness, 38, was sentenced by a Third district Court judge on Monday to 2 to 30 years in prison for two counts of forcible sexual abuse that he committed in December 2008. Because his probation was revoked, Maness will now serve the 1 PAGE ing children through the Internet. On Tuesday, the task force arrested Hans Schronen, 27, Salt Lake City, on one federal count of child pornography possession. Last Thursday Blaine Torres, 40, Salt Lake City, was arrested on one federal count of child pornography possession. The two arrests bring the total number to 16 people arrested in Operation Frostbite, including one man suspected of photographing and videotaping children being molested here in Utah and then distributing the images internationally. So far three of the victims have been identified. "The Utah ICAC Task Force is doing some of the most important work in our society today," says Utah State Rep. Ron Bigelow. "They are protecting our children from these dangerous predators by catching, prosecuting and locking them away so they cannot get to these most vulnerable members our society." In Utah, child pornography arrests have increased 69% during the past two years, from 77 arrests in 2007 to 130 arrests in 2009. The number of arrests is soaring at the same time federal grants and resources to investigate and prosecute Internet predators have been on the decline. "The nearly 70% increase in arrests represents a very real gain in the number of children being protected," says Capt. Jessica Farnsworth. "Those who have been charged with child pornography are often involved with the actual physical sexual exploitation of the child victims--and many admit to victimizing multiple children." The observations from the Utah ICAC Task Force are also being backed up on studies of child pornography offenders, for example: • In 2008, the National Center for Missing and Exploited Children reported that 40% of child pornography offenders are "dual offenders," trading in child pornography and sexually acting out on a child. An additional 15% were known to have attempted to entice children over the Internet, for a total of 55%. • Another respected study by Dr. Andres Hernandez, Director of the Sex Offender Treatment Program at Butner Federal Prison, showed that 85% of child pornography offenders, who had not initially been charged with or suspected of victimizing a live child, admitted to molesting children. The statements were verified by a polygraph and the offenders admitted to abusing an average of 13.5 children. • A University of New Hampshire study found that two-thirds of people who use the Internet to commit sex crimes against children also possess child pornography. "While the threat these predators pose to Utah children is real, it is important for Utah residents to know that all available tools are being used to target this criminal conduct. The U.S. Attorney's Office works closely with members of the Internet Crimes Against Children Task Force, the FBI and the Attorney General's Office as investigations are conducted and, where appropriate, files cases in federal court," says Acting U.S. Attorney Carlie Christensen. "As you can see from the examples highlighted today, federal prosecutions often result in significant prison time for offenders, many involving mandatory minimum sentences." Here are some recent examples of cases handled by the U.S. Attorney's Office in the U.S. District Court in Salt Lake City: • William Seth Hooker, 47, Murray, was sentenced on October 28, 2009 to nearly 20 years (235 months) possession of child pornography. • Kevin S. Hunt, 39, North Salt Lake, was sentenced on February 4 to nearly 12 years (142 months) for distributing child pornography. • Scott Dale Kerber, 49, Woods Cross, was sentenced on Nov. 13, 2009, to 8.5 years (102 months) for sexual exploitation of children and possession of child pornography. "Every parent should take a somber look at how the Internet has allowed predators to come into our homes and commit the worst crimes possible," says Utah State Rep. Curt Oda. "We need to do everything we can to help the Utah ICAC Task Force stop these monsters and protect our children." Jail booking photos of some of the prosecuted offenders mentioned are posted a www.attorneygeneral.utah.g ov. All suspects are presumed to be innocent unless found guilty in a court of law. Just Stuff by Jan February, the month that is often misspelled, mispronounced and mistakenly thought to have more days than it does, is about to be written off as another by-gone month. This year February was a nice, compact month, exactly four weeks long. Granted, every February, barring leap year, is exactly four weeks long. But this year the weeks fell just right. The month started on a Monday, the first day of the work-week, and it will run its course of four weeks, and end this Sunday night; a nice, neat Monday — Sunday package. There's nothing really special about February. I was looking at the calendar on my computer and I had it on the "work-week" view, where it shows only Monday through Friday, and I noticed that the first was on a Monday. Then I switched the calendar view to see the full month. I had never realized how nice and succinct February was. It hadn't dawned on me that a typical February is exactly four weeks long. No other month can boast that kind of exactness. No, February is the only month you can be sure about. The other months are all four week and a few days. All the other months cause confusion as to how many days...thirty or thirty one? Sure, it's easy to recite the old saying "Thirty days have September, April, June and November," but I always get confused and end up with "Thirty days have September, April, May and December", which of course is incorrect. But I've found the answer to that when I'm in a bind. Make a fist of one hand and, starting at the knuckle of the index finger, go from the knuckle to the valley between the knuckles where the fingers are separated, to the next knuckle, naming, in order, a month at each knuckle and each valley. You will find that the months you name on the knuckles all have 31 days and those months you name when you're down in the valleys have thirty days or less. When you reach the knuckle of your little finger, which should be assigned July, you simply repeat the process, starting over again at the index knuckle with August. It really works! No, there's really nothing too special about February, but when winter is starting to lose its appeal and we're all starting to warm up to the idea of spring, it's nice to have a month that's a little on the short side; a month that we can slide through, because when March arrives, spring will be just around the bend...
