CONTINUED FROM FRONT working fine — they are a consolidation of five counties. Morgan County and Summit County were once consolidated in the 70's, and Wasatch County added later. It is obvious that the two Health Departments are quite different in each county, and those differences are determined by the needs of the county. Jasper stated that, "...the two counties already share the facilities." The Summit County Health Department allows anyone in for the STD program within the State of Utah; Reproductive Health is only for those within the county as funding is paid by Summit County tax payers; "Early Intervention" and H1N1 have cross-over participants (because it is free); and the Women, Infants and Children program (WIC) is primarily for Summit County residents. Health Education and Environmental services are Summit County residents. In conclusion, Summit County Manager Bob Jasper summed it up by his statement that "there would have to be a formula for sharing bills.
