The city fathers met in regular session ses-sion Tuesday evening. All the members mem-bers were present, and It as the tlrst session after the quarter ending Juno 30th. The amount, of business was larger than usual, and it was not disposed dis-posed tif until nearly midnight. A communication from M. L. Nnmi of the Tcluride Power & Construction company, petitioning for the right of way way through the city pasture, was granted, and the committee on Uw was Instructed to draft a franchise. fran-chise. The committee on irrigation reported re-ported having investigated the city districts, and bad found much waste of water due to the ditches being rilled ip with grass and refuse matter and edges of some have been trampled by slock so the water runs on the sidewalks side-walks and on some of the streets. It reported Investigating the opening of a ditch across Steven Groesbeck's farm, and recommended that it be done. The committee also reported that William Clyde had preferred to wave his right to the water coming from a certain spring on his farm provided the, city marshal would conduct con-duct a ditch from the spring to the irrigation sect. It reported the water was equitably distributed throughout the several districts with the exception of the canyon district, 'tul that Mapleton was not having more than its share. On motion of Councilor Reynolds, the irrigation committee was instructed in-structed to send a man to the canyon immediately, or go themselves, and enforce the water regulations by arrests or any other means; also to we that the water regulations ure enforced en-forced in all the other districts.. The wateruia'ster was instructed to cut off the water from ull lauds brought under water since 185, and to use his own discretion in the matter mat-ter if rain should fall in the meantime mean-time in suflicicut quantity to water ull the lands. A communication was received and read from the Uio Grande Western railroad submitting plans for the proposed pro-posed new depot to be constructed of brick and stone, in accordance with a contract made with thecity in ISM, also inclosing form for an ordinance to ne passed in compliance with the terms of the ciiiiliiii't referred to. The committee on public improvements improve-ments reported that it had investigated investi-gated the insurance proposition in behalf of the c ty and recommended the acceptance of that of the Home Kite Insurance company, with $1,500 on the city hall and iVkl on the fnr-niture'in fnr-niture'in 1 tie same. The company's proposition was $120 for a three-year policy, or practically insurance fur three years at, the price for two years. The council closed the contract and directed the necessary papers be made out and signed. Councilor Reynolds alone voted in the negative as he was one of the local agents of the company, com-pany, although that, gentlemen had in no way taken part in the matter of consultlon or recommendation with the committee or with the council, The reports of treasurer, auditor, justice, marshal, road supervisor and sexton were read and placed on tile. Mariam ColTeeman who was arrested arrest-ed last Tuesday on the charge of assault and battery against the person per-son of Mrs. Anna Hansen of Mapleton Maple-ton was taken before the justice of that place Saturday and found guilty of the offence as charged. A little son of J. W. Roundy was kicked on the head by a horse on the morning of the Fourth of July immediately im-mediately after the parade. The accident happened in front of the postofflce. where the horse was tied to a post. The hoy ran against the horse's hind legs, and the animal kicked the boy striking him just over the left eye, inflicting, a very serious wound. The committee having in charge the Fourth of July eclehration last week reports that it received $13.25 from the finance committee and $18.50 from the rent of the city hall square, a total of $31.75. Public matters mat-ters have been conducted altogether alto-gether too losely "t the county seat in the past and in a way strongly smacking of the Spanish Span-ish methods pursued at Manila. Those responsible for this must soon answer at the bar of public pub-lic opinion. Attorney Booth appealed before the board in behalf of Mrs. Black of the treasurer's office, the payment of whose salary had been taken under advisement, as per Enquirer of Tuesday Tues-day last. Mr. Booth asked if there was any discrimination between the county officers. Commissioner Winn was very emphatic em-phatic in stating there was not. Mr. Booth then asked why the salary of Mrs. Black was not allo.ved with the salaries to the other officials. Commissioner Winn had understood that for the past two months Mrs. Black had been absent froiu the office, but that she should be accorded a hearing lie fore the session closed. Other business was then taken up. C. C. Hackett was allowed S24 for assessing as-sessing A I pine and Highland. Vilate Elliott resigned and John Worley was appoitited registration agent for the sixth precinct of Prov i. Skelton & Co. offered to furnish the county with all election material except ballots at $4.90 a precinct. County attorney handed in an opinion on the question of whether a school trustee could hold office as a registration agent. In his opinion, a trustee could not hold the other office. The reports of the different dif-ferent justices of the peace were accepted ac-cepted and their claims allowed. In the afternoon reports were again taken. Mrs. Jakeman, county treasurer, treas-urer, ws called before the board to settle a point in controversy. Mrs. Jakeman inquired what were the charges, and who had made them. Mr. Winn said it was from his own personal observation. Mrs. Jakeman then proceeded to explain ex-plain that during May it was necessary neces-sary to work a night shift, and that Mrs. Black, as a deputy, had taken charge of that work, Mrs. Jakeman's presence being necessarv during the day at her desk. Through overwork, exposure and late hours, Mrs. Black had been prostrated, and during her absence John JjJield had taken her place and she had paid him, all of which information could have been obtained if they had asked her personally, per-sonally, without bringing the matter before tlie county. Commissioners Bullock ind Peerv expressed themselves as being satisfied satis-fied with the explanation and allowed full salary.
