A prisoner in the county jail at l'rovo the other day petitioned the county commissioners saying say-ing his teim of imprisonment wa3 about to expire, and as he had no coat, praying them to furnish him with one. His petition was laid on the table, and we presume this ends the matter. The commissioners perhaps only did their duty in tabling the petition, thus sending send-ing the prisoner out into the cold without a coat; but would it not. be better to furnish the garment to him than have him, when released, either beg or stea.1 one, thus rendering him a charge upon the county again? As a matter of economy, at least, we think it would be better to give him a coat. The Michigan people have evidently ev-idently had enough of the maud-lin maud-lin sentiment that hascontrolled their policy toward criminals who deserve the death penalty. The Detroit Journal says : "The good people of Michigan have given the, life imprisonment penalty for intentional murder a fair test. 'It has failed to prove its efficacy as a deterrent and is woefully impotent to protect society. so-ciety. A bill will be presented to the legislature again this session ses-sion providing for the restoration restora-tion of capital punishment. It will be antagonized by the opponents oppo-nents of retributive justice, and wo shall hear repeated the sentimental senti-mental arguments which have hitherto defeated the passage of like measures." With the opening of the new wing to St. Mark's hospital, at Suit Lake, greater facilities will be afforded for the work of relief to suffering humanity for which the hospital was intended by its founder, the late Dr. J. F. Hamilton, Ham-ilton, whose name the wing will bear. The hospital is an institution insti-tution of which the citizens of Salt Lake aro justly proud, and is also an enduring monument to Dr. Hamilton and tho other pioneers in the movement for its establishment.
