If that trlbnual decides that these devices are unconstitutional, as it is practically certain to do, it will be far easier for those who oppose op-pose southern dominance to persuade congress to take some steps to reduce the representation of the states J n question a thing that is utterly Impossible Im-possible to bring about at present, In view of the political exlgebcies of the case. . E. A, Tulhn a government Inspect or.of the fish interests who was here a couple, of weens agj, pronounces Spring Creek an excellent site for ' a fish hatchery. In fact, it. was the best he had yet seen in the State. This is a different opinion from that expressed by the State official 4 couple of years ago, when the State hatchery was located at Murray. At that time the City Council would have purchased purchas-ed land and donated a site for the Institution. In-stitution. Mr. Tulian thinks the Government could be Induced to establish es-tablish a hatchery at this place, and may use bis Influence for the purpose. Tbe matter is worth looking into. ., The September folder of the Bur ling ton Route contains the first otitic- ial announcement of the train service on tho new Toluca-Cody branch now being constructed Into tho Big Horn Basin of Wyoming. Trains are run as far as Bowler, a distance of seventy- three miles from Toluca, Mont. , Junc tion of the malti and branch lines. New track Is being laid at the rate of a mile a day, and it is expected that Cody, the town built by Buffalo Bill, will be reached sometime In October. VS1VERSITY OF UTAH. Utah's Stat University has made great headway during the last few years. Before January, 1902, there will be five fine substantial new buildings build-ings on the new University site, each one being designed for and adapted to special purposes. ; The Faculty of the University con-sistsof con-sistsof men from the best institutions In the United States Harvard. Johns Hopkins, Columbia, Cornell, Chicago. M'chigap and Wisconsin universities and all competent and thoroughly prepared to do excellent woik. The Mining and Electrical Kngin epring courses are of the most practical prac-tical character, fitting the students pursuing them for a practical professional pro-fessional life. Before graduation each student does mining engineering in the field under a competent engineer, engin-eer, and becomes acquainted to a limited extent by working in the mines making a complete suivey and maps of one mine at least during the summer season. These students are also taken to the smelters and other reducing plants whlchlhey thoroughly study and with which they become acquainted in detail. Besides this practical education thus far mentioned men-tioned thpy are required to do shop work for one year under the, direction of a thorough mechanic. Thus the students are drilled in practical work as well as theoretical. The Normal school is among the best in the country and is prepared to give a most excellent Normal course and pedagogical training. In providing provid-ing well for these practical courses in the University, English and American Ameri-can literature, the modern and ancient languages, philosophy, history, his-tory, etc., are not neglected, for very competent men are employed to give instruction in these branches. The men in these subjects are enthusiastic in giving both young men and young women a kind of culture which they cannot get without this line of study. With the University of Utah at home offering, in some Instances, better facilities than many of the great universities of the country for uodergraduate work, there is no reason rea-son for young men and women going away for the ordinary college cotuses In general science, literature, the classics, mining and electrical engineering en-gineering and advanced normal Courses. They can to ad vantage get their first decrees at home and go elsewhere for the Master's and the tioctor's degrees or post graduate work. Every person Interested in the collegiate education of our young men and young women should takel an interest in our State University. -The Utah State School of Mines, being located as it is in the heart of b great mineral region, enjoys advantages advan-tages not possessed by most of the great mining schools of the United Slates. Mines of wonderful richness and variety can be reached in a few hours by train from Salt Lake City; and great smelters and reducing works can be reached by electric street car in a few minutes from the University building. These advantages advan-tages are appreciated and utilized by the teachers and students of r the Utah State School of Mines. If there was u law against young galoots sparking and marrying before cutting their eye teeth, we suppose the little cusses would evade it in some way. But there ought to be a sentiment against it It is time enough for those bantams to find a pullet when thev have raised enough money to buy a bundle of lath to make a hen house. But they see a girl who looks cunning and they are afraid there is hot going to be enough to go around, and they begin to spark real spry, and before they are aware of the sinctity of the marriage relation they are hitched for life, and before they own a cook stove or a bedstead' they have to get up in the night and go after the doctor, so frightened that they run themselves out of breath, and abuse the doctor because he don't run too. And when the doctor gets there, there is not enough linen in the house to wrap up the baby. Minneapolis Messenger. B - New System of Telegraphy.
