Now and then mi 1 justice overtures a malefactor, "Chloe Nation" is coming in for some severe critic:sm these days. Temperance people who are the "real thing" now have a chance to show' their colors Or will they squawk, thiuk you? We suppose, of course, that the reason we have not yet read of General Mac Arthur's apology to Editor Rice for expelling him for getting a scoop on the frauds in the Philippines, is due to the fact that; the apology is coming by mai A Penurious Policy. When Utah becomes as rair ano liliiTal In 1U treatment of country newsDaners as is Idaho, Nevada, Colorado or Wyoming, then there will be a better class of publications . - 1 A T j in cacn county. I'rvx jiavoaue. ( Thk Independent has no particular growl to make in this especial case, as it was not a Republican organ, nor the only paper in the county and consequently conse-quently got none of this work to do. We cannot help remark ing, however, that this instance is only one of the many which illustrate the penurious policy of all public officials in Utah, whether State, County or City. They all endeavor in every way possible to avoid giving local newspaper men any form of official recognition which calls for the expenditure of the people's money. Take the case of the Utah Co.mty Superintendent of Public Schools, for instance. This gentleman, in giving out such items of job printing as the schools require, either sends to the far East for it or orders and be content with an occasional Dix-bit job, -while foreign job printing establishments establish-ments get the best and most proriiable work. The remarks made -above in regard to the County Super intendent of Schools als6 fit the cases of various City officials we know of, and are herewith cor dially applied to those gentle men. The .late but unlamented State legislature also carefully avoided recognizing the country .newspapers. In so far as we have been able to i observe, Representative D. C.. Johnson of this city was the only one of the honorable gentlemV who had a pleasant look or kind word for the fraternity when ii came to spending the people's money. But he was too few, and the others were "agin" the-men the-men who helped place them where they were. ... Lots of good people are very much agitated in their minds over the action of the young lady - who is said to have turnished the evidence on which Pharmacist Moore was arrested last week. Thev think what she did wasn't "nice." Without entering into a discussion of the merits of the question, we will merely ay that what agitates ui is to know why, if this detective work must be done, it was not iust as "nice" for her to do it herself as it would have been for her to wander about town telling tales of men's mis deeds and shunting action in the matter off onto others? There has been altogether too much talk and loo little action in this liquor business in the past. It is tho busincs of tho City Marshal to enforce the liquor law, of course, and lots of people will cheerfully raise a howl about what they say thev see and know. But when the Marshal wants some body, who sees and knows so much, to help him drag the offendor from his lair, its niicthcr Morv. it from exclusive job offices. At tho same time if he wants publicity given to his school work he does not hesitate to go to the country papers and ask them to spand (heir lime and money freely in doing the work for nothing. This may bo tyi right as between a Countj Superintendent of Schools and a local newspaper, but as be twean man and man in tne commercial world such conduct wnnlil merit and rete.ve an fYtiressi.n of oninion, in- vr r -- , i harsh language. ' The attitude of the" County Superintendent of Schools to wards the country newspapers has neither right, decency or common justice to commend it. Tho other - Oouniy olncin sometimes go through the form of asking for bids, on printing needed, but at ilie best it is a farco. Coming down to the various City authorities, the country printing offices usually are awarded only such work as must be had at once and when there is no time in which to order it from some out-of-town job shop. The City of Spring- ville is a case in point. The local paper is expected to pay its taxes, work for the good of the town and community gratis, The Timid Chap Never Wins There is something sublime in the youth who possesses the spirit of boldness and fearless ness, who has proper confidence in his 'ability to do and dare. The world takes us at our own valuation. It believes in the man who believes in himself, him-self, but it has little use for the timid man, the one who is never certain of himself, who cannot rely on his own judgment, who craves advice from others, and is afraid to go ahead on his'own account. It is the man with a positive nature, the man who believes that he is equal to ' the emergency, who believes he can do the thing he attempts, wb wins the confidence of his fellow man. He. is' beloved because he is brave and self sufficient.. ;; Those who have accomplished great things in the World have been, a a.iuh', bold, aggressive; and self conhMent. - I hey dared to step out from the crowd, and net in an original way.-'They ere not afraid to -be generals, rhere is little room Jn this crowding, compeling'nge for the timid, vacillating.
