This paper has no tlesire to injury anyone deliberately or maliciously, and has nev r done so. At the same time it reserves t lie right to criticise the conduct of citizens and public officials when necessary for the puhlic heuefit. This was the motive, in the attack on John Conover. A later investigation of the affair shows that Mr. Conover was light in his contention that that neither he or his son Wilson were d isohed ifnt to the JU;iiitl)lilie regulations, as harl 1 1 - sever 1 patties. The statements of Ilenlth Officer Dunn and Maishal Gemmell bear i.ut his assertion. But Our investigation shows further that Mr. Conover is not so fully informed on what actually transpires within the quarantine lines as he should Ijc t iimke hii sweeping denials entirely good. It seems that, while himself and Wilson liav not be-n living at home since the quarantine was declared and have respected it, other members of the family who were at home seem lo have paid little attention t it. No man should endanger the lives of his neigh bors by declining to submit to a little personal inconvenieuce for the public good. THE UTAH S12UATJOX. We believe that the appointment appoint-ment of a Congressional committee com-mittee for the purpose of investigating the Utah situation is the proper thing to do. If the investigation is conducted honestly and properly it can harm none but those deserving of it. If harmony is ever to be restored in Utah the sooner the exact situation is known to the world the better. - Utah's standing stand-ing in the Union should be definitely decided as quickly as possible, in order that all hands "inay know what to expect for the future. If a "smelling" committee will bring out the truth, let us have it by all means. Righteous people ought to have no fear for the result. A steady stream of goldeu dueat3 has been poured into the pockets of the good people of Springville from a variety of CO., NFW YOflH. sources the past year, with prospects of something better next ye.-.r. Nearly everybody here has a piece of inoni-j' in his pockets this winter. The Independent will heartily endorse the following' from the Utah County Demo-era; Demo-era; : For the past year e have frequently frequent-ly referred to the benetlts which would icerue to Utah county by the organization of a County Fair association associa-tion and the holding of a county fair yearly We arc much pleased to see that t tie matter is now bein generally discussed by citizens and the county papers and that indications indica-tions are most favorable for the success of the project. Twenty-live Tears' Constant Use Without a Failure. The tlrst indication of croup is hoarseness, and in a child subject to that disease it may be taken as a sure sign of- the approach of an attack. Following this hoarseness is a peculiar rough cough. If Chamberlain's Chamber-lain's Couh Iljmedy is given as soon as the child becomes hoarse, or even after the crmipy cough appears, it ill prevent the attack. It is used in manv thousands of homes in this broad land and never disappoints the anxious mothers. .We have yet to learn of a single instance in which it has not proved effectual. All members were in their accustomed places at roll call. The committee on Public I mprov-ruents mprov-ruents handed in its report on the petition of Messrs Hacon and Wood-bouse, Wood-bouse, asrfintf for an electric light franchise, with the recommeodatiori that the franchise asked for be not uranted. The committee r'eported that they had met 'with the Above named iceetlenien, and that said ircntlemen would size the city no concession in the way of lights or other privileges in return for the franchise privileges asked for, ar.d that it was only after very much persistent work on the part of the comniitteo that the gentlemen would consent to submit a maximum rate of charges for lights. Councilor Reynolds moved that the report of the committee lie accepted and that the franchise be not granted. This carried without a dissenting vote, and Mayor Ilali made the remark that he would like to vote against the granting of franchise. It seemed to be the feeling of the council that the City should own and control its own electric light system- A city tax complication, of J. S.
