S. Harris was re-elected president of the council, Clayton Jenkins was re-elected secretary-treasurer secretary-treasurer and Dr. Cury F. Eyring was re-elected scout commissioner. The vice presidents, one from each district, are to be elected by the people of the various districts at a. meeting which is to be called in the near future in the respective dis-. triets. A. ' A. Anderson, scout executive of the Timpanogos district, council, was re-engaged as scout executive for another fiscal years. Owing to the creation of two new stakes within the district, the Timpanogos Tim-panogos district was re-districted. The council made the recommendation recommenda-tion that the following be t he-names he-names of the various districts within with-in the Timpanogos territory, ' subject sub-ject to the approval of the people of thq various stakes: Alpine district dis-trict ; Provo district ; Kolob district: dis-trict: Palmyra district; Xebo district dis-trict and Tintic district, each district dis-trict embracing the stake by that 'in me. Reports of the financial connnit-ee connnit-ee showed that the scout drive to be 100 per cent finished in several districts of tlie council ; the total collection at present reported to the treasurer is 5-S of the amount that the council set out to collect. That the collection, however, is really much more complete than that was indicated hy the fact that several towns have money collected that has not been sent in. Financially the council is in better bet-ter shape than it has ever been before. be-fore. The south district comprising the Nebo stake and Tintic are both over the top or practically so. In both of these districts collections heretofore have been' very difficult. Provo, Spanish Fork and Springville Spring-ville are really the only districts that are very much In arrears. Representatives of all of the delinquent de-linquent towns seemed certain that the balance of the budget could and ould be raised. The funds are budgeted for the fiscal year beginning last Octoh"i The council hopes to- run scouting on a basis that will permit them to pay up all back indebtedness which amounted to quite a large sum of money and to finish the year with a clean financial sheet. The council decided to make all merit badges free to the scouts hereafter. here-after. It was argued that It is inconsistent in-consistent to award a badge and then ask the scout who is receiving thchonor to pay for it. This recommendation recom-mendation will go into effect immediately. im-mediately. According to the report of Executive Execu-tive Anderson, scouting has grown considerably during the past year. This growth is especially noticeable anions scouts of higher rank. V town reported that scouting had lost any footim: during the past year.
