that sound discretion judge ment and above all deliberation should be exercised by those called onto on-to perform this function Especially is this true in the expenditure of the money of the people If public improvements improve-ments arc incontemplation calm deliberate delib-erate judgement must be used or mistakes mis-takes may follow that may result disastrously dis-astrously to and may defeat the enterprise I refer especially to the paving project now under way It is the duty of the city authorities to proceed pro-ceed with care If enterprises such as as this are to be rushed through with firecracker noise and firecracker velocity there will be no certainty but it may end in firecracker smoke It should be that the offices of the city especially those where the incumbent incum-bent may be required to sign contracts etc should be represented by the proper officer Each department of the city government ought to be left to perform the functions pretaining to that department as the law has provided pro-vided The law provides a legal department de-partment with certain duties prescribed pre-scribed If the City Council is all sufficient is a law unto itself then was it a foolish idea of the law to provide a counsellor in that respect If because one or all of the council finds that when legal advice is given by the authority provided by the law it runs contrary to what they thought it was and against what they wish it was would attack the one from whom the advice is given in as inoffensive a manner as possible and wranglingly and insultingly say you can get out they not only lack gentlemanly demeanor de-meanor but leave the city and its authorities without dignity and devoid of respect of the electorate I do not wish it understood that I intend the above to embrace every member of the council because I do not If when the City Council meets there is to be a continual display of verbal pyrotechnics long drawn out delays in the public business because of the failure to follow orderly pro ceedure and legal precedents I say if the entire council endorses such practices I I prac-tices and proceedure they are at i I I liberty to accept my
