Commissioner Cal Johnson said he would look into the matter and Representatives from Samaritan Health Services in Phoenix met with the Kane County Commissioners January 21 at their regular meeting to discuss possibilities for the hospital operation. After a discussion of many items, it was suggested that Samaritan submit a draft proposal for a lease with option as a starting point for revision to the commission by late February. Both parties wish to have a solid agreement signed within 60 days. Samaritan's request to utilize a computer system in the hospital was agreed to by all three commissioners. Sheriff Benny Riddle discussed various changes and resignations in his department with the commission. As of February 1, Deputy Glen Chamberlain will be leaving the department. This will necessitate changing some other personnel. Commissioner Jay Ramsay moved. Commissioner Vince Underwood seconded to authorize these changes: Joe Gonzales to deputy and Russell Mousaw Motion to head passed. Sheriff Riddle discussed training for some employees and will submit a requisition for approval. Sherman Crosby listed three items for approval of contribution funds from the county which were included in the 1985 budget: $364 - stove; $43.48 - Stainless Steel utensils; $110 - used vacuum cleaner. These items were included on a requisition from the Council on Aging which was approved. County Attorney Kirk Heaton met with the commission and gave them a copy of the legal advertisement which includes a legal description of the road exchange and abandonment public hearing for Seeps ranch. A medicine final audit billing for the Kane County hospital for the calendar year 1981 in the amount of $2,552 was presented and explained by Heaton. Commissioner Ramsay's motion to pay the billing out of Hospital Fund 74 monies was approved. Ernie Gnauck and John Rielly met with the commission to discuss items of concern at Bullfrog Basin. Solid waste disnosal through the National Park Service using a Garfield county pit located between Ticaboo and Bullfrog is currently being utilized. contact Garfield Commissioner Thompson to see what can be worked out. The Kane County beer license ordinance was also discussed and it was decided that a new ordinance should be written after the state legislature completes their proposed new liquor revisions during the current session. Kane County could then incorporate the changes which are anticipated in the state code. Commissioner Johnson called the Community Block Grant Application public hearing to order. Vaughn McDonald explained the funding and application process and the necessity of a county or city to be the sponsor for any other entity. Steve Griffiths, Bob Ramsay, and Bernard Tait were present representing Mt. Carmel Special Service District. They petitioned the county commission to sponsor their application for funds to extend the culinary water system from Mt. Carmel to Mt. Carmel Junction. Fire protection was of great concern in the Junction area as well as a health department approved source of culinary water. A public hearing will be held next Monday and application papers as well as an agreement between the service district and the county will be presented for approval at that time. A resolution from all the counties of Utah prepared by UAC in regard to property tax issues was read, discussed and adopted by the commissioners. County Recorder Web Adair explained to the commission the system used by the county when jailer-dispatche- r. changes are made in names, addresses, and property descriptions. These affect the recorders assessors and treasurer's office as to the tax roll and assessing and collecting are concerned. A letter from Kanab City requesting an exchange of office space was read. The original lease agreement between Kane County and Kanab City for office space in the county courthouse was also studied and reviewed. The commission decided no change could be accomplished and a letter to the city be written to inform them of the decision. Both Chairman Johnson and County Attorney Heaton signed the amendment for Kane County. The Company indicates that these rates are necessary not only to offset higher operating costs but also to provide a reasonable rate of return on the plant and equipment associated with its electric service. It was suggested the power boaid be urged to establish a meeting place and schedule as soon as possible for publication to inform the public so that they may attend. The council also officially dissolved the former power board.
