American Cancer Society met January 11 to examine Senate Bill 65 to increase Utah cigarette excise tax which will be presented to the State Legislature in the 1979 Session. Barry F. Pulham, Chairman of the Board and Executive Committee, reported that the Committee voted unanimously for the Utah Division to support the act which calls for cigarette taxes to be increased to 12 cents per pack- -a 4 cents increase over Utahs current standard of 8 cents. The Perry area south of Brigham City has been particularly bad, says Rensel, and we dont anticipate any letup until the deer move higher with warmer weather." About 85 deer have been killed near Perry already this winter. The Division is working with the Utah Department of Transportation to install a warning sign with flasher in the area. Rensel, a Pennsylvania native, says that the problem here isnt nearly as bad as in that state, where about 25,000 deer are killed on highways each year. The average annual reported loss in Utah since 1979 has been about 1,400. Rudy Drobnick, a resource analyst with the Division, has been working with highway officials to improve some of the problem areas in the state. He points out that little was done until recent years because of a lack of reliable information. "The first things we must identify, says Drobnick, are the main migration routes and winter use areas. Once these are located, we can look for the best way to minimize the problem. Drobnick says that most mortality occurs during annual fallwinter and spring migrations and when deer are on their winter ranges. from The stretch of Scipio to North Nephi, not yet under construction, has received considerable attention recently. Because of migration routes there, the Division is recommending installation of underpasses along the big game routes. These would be built in conjunction with fences to funnel the animals under the freeway. Whepe freeways have already teen built, problems may necessitate changes. On in Salina Canyon the Division is responding to a accihistory of vehicle-dee- r dents there and is attempting to determine if pass structures and diversion fences can be installed. The Division recommends that drivers be particularly cautious when driving through deer areas. Deer activity is greatest between midnight and 5 a.m. The Department of Transportation has installed signs where necessary in deer use areas. Drobnick says that its hard to predict how severe the problem will be in the future. We know, of course, that traffic is increasing.
