Arizona Public Service Company, South- ern California Edison and San Diego Cas and Electric, proposes construction of six huge generating plants, four of 750 megawatts and two of 1,000 megawatts by 1983. Construction of tha first might begin as soon as next year with completion scheduled In four years. The entire program, including the opening of a number of coal mines on the Kaiparowits Plateau in eastern Kane County, would cost a half a billion dollars. The economic advantage to Utah in this project at enormous. The construe- -' tion alone would provide hundreds, perhaps thousands, of join for about 15 years. 6,150 New Utah JoLa 32, T. 39 32. While the present plan calls for full consumption of the allotment (80,000 acre feet through evaporation, 20.000 by discharge because of the aceufiiylaiion of mineral solids, and 2,000 acre feet in other consumptive uses), the board study envisions several possibilities for futuie power production without use of water. One possibility is cooling with air rather than water. Another is development of large stale g.is turbine production from coal, which does noi require water. Still a third is the ultimate greater feasibility of atomic power production which could lead to abandonment of the Kaiparowits prujoct. But meanwhile waier, which now and for some soar to tome will otherwise run on down the Colorado, will be put to belief uial use permit i mg the mining of Utah co.il, thr omplnjjnem of Utah people, and a general great etonomic and ta stimulus fo the state.
