There are sseveml favorable elements on the business scene and they deserve careful consideration ,in arriving at a conclusion on the trend for the next year. Here are some of these encouraging factors. Government spending will increase at all levels. With total outlays already amounting to some $140 billion, which is of our national income, a further increase is unfortunate, but it is politically inevitable and it would have taken place- regardless of f the outcome of the election. Personal - income in November failed to show an increase for the first time in 1960, but at just under $410 billion it is obvious that of pur. we have no basic shortage sales retail and, chasing power will remain high. Inventories have been reduced in some lines below reasonable working levels and we shall see the start of rebuilding before many months. Housing starts will be up a shade in 1961 arid so will construction as a whole. Farm income, was. better than anticipated in 1960 and it is expected to show a slight further rise in 1961. rise in steel The production will get under way shortly v After the first of the year. It will not be spectacular, but will be a positive factor on 'the upside. Business investment in. plant and equioment will be down but, according to the latest survey, the decline will be amazingly small. The .Federal Reserve System will continue to- provide plentiful reserves to commercial banks. In terest rates will remain low and expansion of loans will depend primarily upon internal patios within the banking" system, not upon reserves as such. The new .. Admirfstration will offer various legislatipnwhich will not be in the public interest in the judgement of business, but nothing really wild will be proposed, or if it is, it will not be one-thir- d - . long-awaite- d - passed by th; Congress. Taken in the aggregate these are powerful positive factors on the upside of business. Whether they are strong enough to offset th unfavorable- - elements, which we listed earlier, is another ques- tion. But, it is worth noting that even those who believe the decline will go on for some six months do not anticipate a sharp drop. In their opinion this will be one of the mildest recessions in history. . It also should be mentioned that businessmen as a group are not really pessimistic. They are worinade-guat- e ried over many things profits, the saverity of competition, taxation, labor monopoly but many of power, and so on them believe that their sales will be higher in 1961 than they were in 1960. We personally have no means for a business turn either up or down. The predie tions that the upturn will come in July are based upon nothing more than the average recession in terms of months. Such calendar projections may prove correct, but if so it is a matter of ac- cident One " conclusion ' appears clear and not subject to serious question. This is that we shall not experience either a sharp upturn nor a sharp downturn during 1961. The wish course for business management therefore, is to work on the assumption that the volume of sales will not be up by a and it may be down slightly.
