Voltaire Farm Picture Brightens Evidence continues to mount that the lot of fanners across the nation is steadily improving in all sectors. This will be viewed with dismay by the Democrats who thus see themselves robbed of campaign ammunition which they hoped to be able to use effectively in farm states. In the important area of prices received by farm producers for products sold, USDA figures show an increase in June for the sixth consecutive month' to a point 11 per cent higher than at the end of last year. The slight one per cent decline between e and is regarded as a sign of a stabilizing trend and not a signal for a backward movement. In the meantime, in the equally vital field of farmers costs, the month of June showed no change over the previous month and this steadiness, plus the rise in prices, combined to boost farm purchasing power. Another plus in the more cheerful picture lies in improve ment in the value of farm property, up 4 per cent during the past year with both land and buildings showing gains in all sections of the country. The reason for all this? One is given by Charles B. Shuman, president of the American Farm Bureau Federation who observed in a speech June 14 that: For the first time in five years the downward trend of farm prices has been halted. lie can see this after one years experience with flexible price supports, even though there has been only a modest application of the principle." Flexible price supports, it will be remembered, were written into the farm bill enacted by the 83rd Republican Congress. D. Reports. The Planning Commission may make reports and recommendations relating to the plan and development of the city to public officials and agencies, public utility companies, civic, professional, and other organizations and citizens. In general the Planning Commission shall have such powers as may be necessary to enable it to perform its functions and promote city planning and zoning. E. Subdivision Regulations. It shall be the function and duty of the Planning Commission to prepare regulations governing the subdivision of land within the city. A public hearing thereon shall be held by the City Council after which the City Council may adopt said regulations for the city. From and after the time when the Planning Commission shall have adopted a major street plan, together with subdivision regulaions, and shall have certified the same to the City Council no plat of a subdivision of land lying within the city shall be filed or recorded in the county recorder's office until it shall have been submitted to and approved by the Planning Commission and the City Council, and such approval entered in writing on the plat by the secretary of the Planning Commission and the city recorder. No county recorder shall file or record a plat of a subdivision without such approval and any county recorder so doing shall be guilty of a misdemeanor. The filing or recording of a plat of a subdivision without such approval shall be void. Y. change in or departure from the text or maps as certified by the Planning Commission shall be made after such public hearing, unless such change or departure first be resubmitted to the Planning Commission for Its consideration and recommenda- tion. The zoning ordinance, including the maps, may be amended from time to time by the City Council after 15 days notice and public hearing; but all proposed amendments shall be submitted first to the Planning Commission for its recommendation, which shall be returned to the City Council for its consideration within thirty (30) days. Such regulations shall be made with reasonable consideration, among other things, to the character of the zone and its peculiar suitability for particular educa-cation- In subdivisions of less than ten (10) lots, land may be sold by metes and bounds without necessity of recording a plat if all of the following conditions are met: (1) the subdivision layout shall have been --approved first in writing by, the Planning Commission, (2) the subdivision is not traversed by the mapped lines of a proposed street as shown on the official map or maps of the city, and does not require the dedication of any land for street or other public purposes, and (3) each lot in the subdivision meets the frontage, width, and area requirements of the zoning ordinance applying to such land. The city may enjoin any such transfer or sale made contrary to the provisions of this ordinance by action for injunction or may recover the said penalty by civil action. Section 3. Conformance with Plan. From and after the time when the Planning Commission shall have certified all or part of the comprehensive plan to the City Council and the said City Council shall have adopted a plan of the dty, or any part thereof, thenceforth no public property shall be acquired or sold nor shall any public building be constructed or removed, nor shall any street be acquired or vacated unless the location and extent thereof shall conform to said plan or, if not covered by said plan, shall have been submitted .to the Planning Commission for its review and recommendation. If the public property, building, or structure be one the authorization or financing of which does not fall within the province of the City Council then the submission to the Planning Commission shall be by the board or official having such Jurisdiction. The City Council or other public body, board, or official having jurisdiction may overrule the Planning Commission and shall have the power to proceed, but not until the matter has been submitted to the Planning Commission for its review and recommendation. Failure on the part of the Planning Commission to act within thirty (30) days from and after the date of official submission to it shall be deemed approval unless a longer period is granted by such submitting body or board. Section 4. Penalty. Violation of any of the provisions of this act shall upon conviction, be punishable as a misdemeanor. Section 5.
