The 1961 B road allocation to Kane County made prior to passage of the new law was $35,581.39. Thi was disclosed in a research report recently completed by Foundation, the private governmental research organization. U-t- ah In addition, cities and towns will receive added state funds under the 1961 law changes. Kanab, for example, will be entitled to increased state aid of $576.37 for use on city streets. Kanab received $3,170.23 in state road funds ' this year. The Foundation report points out that the 1961 Utah Legislature made a number of significant changes that will affect local units of government in the years ahead. Perhaps the most far reaching of these was enactment of the Uniform Municipal Fiscal Procedures Act which revises the state laws pertaining to fiscal procedures of Utah cities. Beginning in 1962, Utah cities June will operate on a July 1 30 fiscal year, instead of the presDecember 31 ent Jaunary 1 calander year. The Foundation observes that a number of technical changes were also made in the budgeting local accounting and will afford laws. These changes municipalities greater discreation in the accumulation and use of carry over fund balances. Another change analyzed by the Foundation was the substitution of a single overall property tax maximum for the large number of individual special purpose tax rate limitations in cities and counties, Maximum operating levies were set at 18.5 mills in first class cities, 34 mills in second class cities, and 35 mills in third class (Continued on Page Four) My Neighbors.
