How is the current economic recession affecting the financial structure of our State Government? Will we have to levy new emergency taxes to carry on the programs we initiated 15 months ago, when we were riding the crest of a prosperity wave? These are questions that are being asked around the "state. They are legitimate questions that concern every Utah citizen. I am happy to report that the answers, based on the facts and the hard cash coming into the State Treasury, are reassuring. A year ago, our best economists studied the picture for the 1957-5biennium, and estimated that the state would be able to meet all of its obligations and still have a surplus of about In the General Fund at the end of the biennium. That, we all agree, was a good prospect. Since then, and particularly within the last four months, the general economic outlook across the nation has changed considerably. We have entered on a period of business recession. Fortunately, its effects have been less severe in Utah than in many of the other states. Some time ago, I called in a group of outstanding Utah economists and financial experts, to ask their opinion on the economic outlook for Utah. The substance of their opinions was made the subject of one of this series of weekly reports. I was pleased to find, as I am sure you were, that the experts were unanimous in feeling that there were many favorable factors operating in Utah that would soften the impact of the recession, and make it less severe here than in most areas of the nation. That, however, was theory and we are all interested' In seeing how well the facts, as they develop, bear out the theories. I have just been furnished some figures by Mr. H. C. Shoemaker, Chairman of the Utah State Tax Commission, that may help to do just that. Tax collections, for the most part, are fully up to advance estimates or substantially ahead of them. The corporation franchise tax (which goes directly into the uniform school fund) will probably produce $800,000 more this year than had been anticipated. On the basis of receipts to date, it appeals that the inheritance tax will bring in $125,000 more than was expected. The insurance tax is down $50,000 below the estimate the only tax source in which 9 D. A year ago, at the height of our prosperity, we looked forward to a biennium-ensurplus of $1,200,000. Now, with some solid figures to replace pure estimates, it appears that the surplus will be close to half a million dollars larger than we originally estimated and this in spite of the national business recession.
