The last major authorization hurdle was jumped when the House of Representatives voted by a margin of some 100 votes to approve the 760 million dollar program. conference committee, The bill now goes to a Senate-Hous- e which is expected to have little difficulty in reaching agreement pn a final bill to be presented to President Dwight D. Eisenhower. The President, who has been pushing the program, is certain to sign it So far, so good. But the mere authorization of the overall program is not final victory. As Rep. William A. Dawson points out, the Southern California water lobby which fought the authorization bill every step of the way, can be expected to continue that fight every time a portion of the Upper Basin project comes up for appropriations. As each phase of the big project is ready for construction the agency charged with the construction must go before Con. gress for funds. And every time it does you can be sure that there will be people like Rep. Craig Hosmer of California or John Saylor of Pennsylvania on hand to oppose the granting of an appropriation. The lesson in this is simple. The program was authorized in the first place only because the upper basin states presented a united, determined fight for it This united front must not be allowed to fall by the wayside It will be needed for the next 30 years if the Upper Colorado Propect is to be pushed to jts full potential. Although we havent had too much snow, the soil moisture is better this year than it was a year ago. The water content on the headwaters of the Virgin River Is 94 percent of average, we would still have a water shortage. We just dont have enough water for the land that could be irrigated.
