VOLUME 68 COLOR COUNTRY'S HOME TOWN NEWSPAPER NUMBER 13 500 mm Should city raise taxes for recreation ? Group sues to save roads The Utah Shared Access Alliance has filed suit in federal court to stop massive road closures on the Boulder Top which is located in Wayne and Garfield Counties in central Utah. This stunning 80,000 acre plateau towers over the surrounding desert ofieringmagnificent views in every direction. At 1 1,000 feet, the high alpine environment dotted with numerous small lakes provides an exceptional recreational experience for outdoor lovers of all ages. In 1997, the Forest Service began a process designed to greatly restrict vehicle based access to the Boulder Top. The final plan, adopted in 1998, closed 89 of 131 miles of inventoried roads, eliminating 88 of the access people have enjoyed for generations. According to Reiner Huck, President of USA-ALThe Boulder Top closures are just a small part of a big plan to keep people out of our public lands and forests. Nearly every land management action these days focuses on closing roads and See ROADS, Page 3 1 ' "I , ir i A'V v 1 j j. '):i I 1 ,t- - t t tv v I i v. The total project will cost $732,000 for a pressurized system and water storage. Funding is from a variety of agencies and with this help, the project can get started. Dixie Brunner, President of Utah Press Association, on behalf of the association, thanked the commissioners for the public forum held, that they care enough about the public and are willing to hold them. Recorder VerJean Caruso felt there were false accusations toward her regarding a plat map. She said it is the developers responsibility to make appropriate changes. Caruso did have a recommendation on how the county could correct the numbering system in the Navajo Hills Subdivision. A motion to proceed with Carusos recommendation for an amended plat passed unanimously. , , By Laurali Noteman Nine interested Kanab residents attended the public hearing at the May 1 1 City Council meeting. The hearing was slated to receive public input on raising real property taxes for Kanab City residents. Currently city tax is stated at .001 per cent, this calculates out to an overall estimate of $55,000 annually. The city can raise taxes to .007 . In an example used, should there be an increase to .005, a home valued at $100,000 would realize an annual increase of $27.50. The tax would be a line item tax, and could only be used to pay for recreational projects and needs. Mayor Alvey felt the citizens top recreational project would be a community swim- ming pool. Darwin Crawford, City Council member over Parks and Recreation, related that people always want to know why we dont have a better swimming pool, or another nine holes on the golf course or why dont we do this or build that? It is not argued that we need more recreational functions within the city for adults, kids and tourists, but it all costsmoney. Crawford commented, Without raising taxes, we wont see any of it. With a show of hands all audience participants supported a recreational property tax. Because of the low turnout and a minimal response the council will hold another public hearing on Tuesday, May 25, 7:00 p.m. in the District Court Room. A Ms. West felt the public hearing post ing went largely unnoticed because it was only found in the legal notice section of the SUN. Mayor Alvey asked that it be posted again in the legals as well as stated in this report. The open forum platform will encourage public input, from an audience which will represent a greater section of the community. been rejected. The county will advertise again for 30 days. The Travel Council found a suburban van at a good price. The commissioners will have Attorney Winchester write up an agreement to get the financing from the general fund and then pay back with interest. Also approved were seasonal employees hired for the Travel Council: LaFay & Jeanette Coleman, Tanzie Robinson and Angela Hamblin.
