Show Page Five August 6, 1970 SOUTHERN UTAH NEWS, Kanab, Utah August 6, 1970- - -- Page Five Utah Senators differ on funding of roads at Canyonland & Glen (Some question has arisen recently concerning the bill introduced by Senator Frank E. Moss concerning Canvoulands and Glen Canyon Recreation Area, and the amendments to the hill introduced by Senator Wallace F. Benneu. Printed herewith are releases from both Senators. Both releases were mre the same day, July 15, 1970.) Senator Bennett Senator Moss WASHINGTON The U. S. Senate today passed two park bills introduced by Senator Frank One bill, S 26, E. Moss, would extend the boundaries of Canyonlands National Park. The other, S 27 would create by statute the Glen Canyon Recreation Area. The Senate defeated two amendments which would have authorized the State of Utah to build roads within the parks. Members of the Interior Committee including Senator Moss, opposed because they the amendments could have cost the state of Utah $41 C million. Opposition was also based on the indication that the National Parks Service would have recommended a presidential veto of the bills if they passed with the amendments Instead of the amendments, the Senate agreed to keep the enlanguage in the report which dorses the road coiridor plan presented at the public hearings at my invitation by the Utah State Road Commission, Senator Moss said. Bennett explained. For 12 years, I have served on the Interior Committee and the Parks and Recreation Subcommittee. This service has given me an insight into the problem which those who do not serve on this committee do not enjoy. The proposal contained in the amendments was presented at the hearings at my invitation, and was fully considered by the Interior Committee in Executive Session. It was not included in the bill because it is contrary to the policy established by the National Park Service for all national recreation areas a policy which the members of the Senate Interior Committee fully appreciate. The proposal does not represent the point of view of the Governor of Utah nor of the Utah State Road Commission. Both support the Lill as reported by the Interior Committee and presented to the Senate today, because they feel that this bill, together with the language relating to road corridors in the report on S. 26, corn- main-enanc- now it is a world famous playground, nestled among the highly colorful ruggedness that was carved out by the mighty Colorado River. The Senator quoted from a letter by Department Solicitor Mitchell Melich which says, Amendatory language would be required to auy thorize the granting of a to the State through the proposed areas. Mr. Melich added that the language of the Committees report unsupported by an appropriate provision in the bill itself, would not require or authorize the National Park Service to grant a highway to the State as contemplated by the Committee. Sen. Bennett explained that m the absence of the road his legislation proposes, a traveler would have to detour between 350 and 400 miles to go, for example, from inWahweap to Bullfrog Basin stead of the approximately 100 miles it would take on the proposed highway. Sen. Bennett said, "In Utah our citizens are naturally reluctant to remove vast acreages from multiple use, because more than 75 per cent of land is in Federal hands. They must be convinced that the local economy would be benefited from tourism through the development programs of the Department of the Interior. However, at the same time, the Federal government has an important responsibility to see that this magnificent land is not despoiled by road development d that is not or executed, while still providing ready access to our nations visitors.
