The Utah State Senate Friday advanced to a final reading (vote) legislation to establish a Collector Road System which includes an increase in the states gasoline tax from six to seven cents a gallon. The chief sponsor of this bill (SB 68 Collector Road System), Sen. Warren E. Pugh (RSalt Lake City), urged his fellow senators not to vote for his bill if they were not willing to go for an increase in the gasoline tax. (This gasoline tax increase is SB 70 Motor and Special Fuels Tax Increase). Under this bill, Kane County would have approximately 70 miles of highway put under the Collector Road System. It was estimated by Senator Dixie LeaIron and Washing vitt ton Counties) that Kane County would receive about $2.15' back for every $1.00 that was contributed to the State in gasoline taxes. The four main Collector Roads (CR) for Kane County would be from State Road from (SR) 11 to Alton; CR-SR 15 by way of Navajo Lake to the Zion Park Boundary; CR 43 from the Arizona State line via the Cane Beds and Coral Pink Sand Dunes State Park to a junction with SR 11; & CR95 junction with SR 11; and CR 95 from Chimney Rock State Park in the eastern part of the County to a junction with SR 12. The Collector Road bill was tabled for nearly two weeks because of an amendment allowing 20 of the funds to be used for maintenance of additional roads. This amendment was removed and the bill has moved forward. As it is now, all revenue distributed to local govern ments should be used for new Commission ChairCounty man, H. Bemell Lewis, in ear- lier talks with Senator Leavitt and Rep. Sidney Atkin (R Kane and Wash. Counties) held reservations regarding the philosophy of the bill. However, he did insist that if his reservations could not be allayed, by all means fight for this Collector Road bill. This has been the strategy of the legislative team representing Kane County. A close companion to SB 68 (The Collector Road System) is SB 67 Master State Highway Plan. Included in this measure are many roads in the Kane County area: State Road (SR) 11 from the Utah Arizona state line south of Kanab northerly to Sevier Junouon on route 4 (interstate route 70); SR 15 from Harrisburg Junction on route 1 (interstate route 15) easterly to Zion National Park south boundary, and from Zion National east boundary to Mt. Carmel Junction on route 11; SR 259 from Kanab on route 11 easterly to the Utah Arizona state line in route to Glen Canyon Dam and SR 276 from Lake Powell Recreation area to route CR-1- 95. 27 m jm wt m THIS COUPONJCWB ... This, of course, taxes those who use the roads, which includes all of our tourists. This tax will raise the price of gasoline one cent on a gallon. Are the gains that we, as a county, will receive sufficient to warrant this tax? Our legislative team of Sen. Leavitt and Rep. Atkin and our County Commission Chairman, Bernell Lewis feel that our gains far outweigh the costs that we will have to pay.
