Since January 3, numerous controversies have arisen between the Mayor and the City Council of Kanab that have centered about the appointment of a city marshal in my department. These incidents, in my opinion, have merely been a fog which obscures the underlying issue that divides the city government of Kanab. This issue is so basic, so fundamental, and so important, to every citizen of Kanab that it needs to be lifted out of the fog. The issue is this shall the government of Kanab continue to function in the traditional Mayor-Councform, or be replaced by the type government that has one person dictating policies. il WESTERN AUTO I will not dwell on the SSL events wherein the well-know- n May- or refused to heed the advice and consent of the Council. The same meeting would have taken place and the same- - business would have been transacted if the Mayor had attended the meeting instead of being a participant in the legislature. At the last (televised) council meeting called by Mr. Findlay, Mr. Kirby clearly stated that the City Council was prepared to get on with city business and let the marshal situation remain quiet Mr. Findlay reply was to threaten the council with a lawsuit. j The most recent act by the Mayor was on! May 23 when he, alone, informed the citys attorney that his services were terminated. Mr. Ken Chamberlain, City Attorney, ireplied on May 25 and I quote from his letter: "If you will submit your suggestion to the Kanab City Council and obtain their required approval, I will be pleased to turn over the city files in my possession to the successor whom they choose.
