Lahey, Chairman and President of the National Trade Association. John C. Campbell, who resigned January '31 as Executive Director of the Utah Tourist and Publicity Council, will head the new division, the 24th such Office in 28 States. As his principle function, Campbell will w'ork closely with brewers, beer wholesalers and retailers to carry out the Found atlons self- - regulation program aimed at the maintains of high standards In the retail sale of beer. In the furtherence of this program, he will maintain contacts with newspaper editors, public officials and law enforce ment officers. A life long resident of Salt Lake City and a great grandson of Brigham Young, Campbell was educated at the University of Utah, after attending the Latter Day Saints Business College and High School as well as East High School. Before heading up the State Agency, he was employed by the Deseret News, first as a reporter and latter as rewiter man and a night city editor. He enlisted in the Army early in 19 40 and saw service throughout all of the World War 2, during which time he became tank bat talion adjutant and participated in the invasion. The plan was released following the Presidents budget message to Congress which recommended finicial support of the project to start this year. The program resulted from the Department's study of various Con gressional and public proposals to balance recreation facilities with mounting use. At the request of Congress a comprehensive survey of needs in the 150 national forests throughout the country has been made. r Two Primary Alms Operation Outdoors is a double barrelled program. Table- and fireplaces are to he repaired and sanitary facilities modenwed on the 4,900 camp and picnic grounds which now can properly accommodate only 41,40 families. As in the past, it will be left to private capital to provide and oper-stresorts and other special facilities In the national forests. Operation Outdoors is geared not only to correct existing unsatisfactory conditions at national forest recreation areas but also to meet forseeable use during the next five years," Richard E. McArdle, Chief of the Forest Service, said. At the same time, we must keep recreation in balance with the use of other national forest resorces, such as water, timber and forage. Need Outdoor Recreation The American people are seeking outdoor recreation more, than ever before. The national forests are feeling this boom with a tremendous increase in visits. Our existing facilities simply can't handle the load. Recreation visits to the national forests hit an high of 4514 millon in 1955 as compared to 18.2 millon in 1946. About 39 percent of the people camped and picnicked outside improved areas because existing facilities, largely built by the Civilian Conservation Corps between 1933 and 1941, could not take care of them. Existing facilities have deteriorated under excessive use. Picnic tables, campfire grate, Ind sanitary facilities need constant repair.
