Show RESOLUTION SOUTHERN UTAH NEWS OFFICIAL NEWSPAPER Banking WHEREAS, the Kane County School District, in the County of Kane and State of Utah (herein the D.strict), is a duly organized and existing school district under the laws of the State of Utah; and WHEREAS, at an election hi Id in said District on Octo- UTAH OF KANE COUNTY, Published every Thursday at Kanab, Utah MEMBER UTAH STATE PRESS ASSOCIATION ber 4, 1966, there was subnrttel to the cjualified electors of said District, the following quo tion, to-wi- : f Shall the Board of Education , of Kane County School Kane County, Utah, be authorized to issue and sell the negotiable bonds of the District in the maximum pr.n-ripa- l amount of $230,000.00, or so much thereof as may be necessary, in one serion or more, said bonds to bear interest at a rate or rates not to exceed six per centum (6 per annum, and to mature m not more than twenty 20 years from their date or dates, for the purpose of paying the cost cf acquiring, improving, and extending educational facilities, including without limitation, purchasing school sites, building and purchasing one or more school houses, improving the school property under the Districts charge, and including the cost of and furnishings equipment for such improvements, facilities and property, and all costs incident to the authorization and issuance of such bonds? WHEREAS, more than a majority of such qualified electors, voting on said question, voted in favor of the issuance of such bonds and the result of the election was canvassed and declared by the Board of Education (herein the "Board) on OctoD's-trict- Marlin Subscriptions Entered as post office B. The Southern Utah poverty counties have been shot out of the saddle again it would appear, and by our own people. At the October meeting of the Organization Garfield and Beaver counties voted to discontinue the services in their counties of the Extension Office which is located in Kanab. Subsequently in a meeting of the Kane County Commission held Nov. 1, the same decision apparently was made. This action would move the Extension Office here which is under the direction of Mr. Dale Clarkson, out of the area. ' There seems to be quite a bit of sentiment about this action, as there are many in the three counties who feel that the services of this office are very essential, and that they ( these services have been most beneficial to the area. We talked with Commission Chairman Merrill MacDonald last Friday concerning this action. He stated that it was a matter of budget problems, stating that the commission had to decide between the services of the Extension office with Dale Clarkson in Kanab and those of John Willie, Community Planner who resides in St. George. With the great amount of work and advice needed on our County Master Plan in the very near future, we had to choose the lesser of two evils, so to speak, Mr. MacDonald said. And they chose to go with the Community Planner. He explained that the budget for the two offices if kept would cost the five counties about $1,800 where before it was somewhat les3. We have been unable to pin this down as an actual figure but question that it would be that much. As we understand it ( in the past ) the USU has paid the salary of Mr. Clarkson and furnish him a car, while the counties involved would share his travel expenses, and offices expenses, which have amounted to about $130 a year for each county. We feel that this presents a very serious problem. The office managed here by Dale Clarkson has been a big asset to Kane County and the others in many ways. And if there is any way to reverse the decision to drop it, we encourage the making of that decision very strongly. We tried to reach Dr. Marden Broadbent of the USU Extension Services in Provo, but he is out of the state at the time of this writing. However, we understand that he has indicated that the lack of interest on the local level, coupled with state and federal financial cutbacks, are responsible for the decision. Dr. Broadbent, we feel, has grown tired of trying to persuade us to keep this program here and feels that we have not put the program to use, and therefore are not desirous of having it. About six months ago, Dr. Broadbent visited area the and discussed the possibilities of removing the office. The Kanab Chamber of Commerce told him that we needed the help of this office very badly and encouraged him to leave it here. Dr. Broadbent asked the Chamber and the County Commission to send him a letter to this effect and they would give the program another year. He received a letter from the Chamber within days, but, we understand that he never received one from the Commission. This we feel is one of the main reasons that Dr. Broadbent felt there was little interest and use for the program locally. Frankly, it appears that officials in the five county area are not too interested in continuing the program. We feel, that rather than being passive concerning this program, our local officials should stand up on their hind legs fighting to keep the office here, and endeavoring to find extra funds if that is what is needed. If the program had no other redeeming features, it would be worth the $133 that it cost Kane County last year to keep Mr. Clarkson in Kanab to spend his wage at our businesses. We are not alone in our feelings that this was a bad decision. At the November meeting held at Brian Head last Friday, George Rich, publisher of the Beaver Press, and chairman of the Beaver County Resources Development Committee minced no words in the Industrial Promotion Committee meeting in stating his view of the proceedings. The coupons attached to said bonds shall be signed with the facsimile signatures of the President and Clerk and shall be countersigned by the facsimile signatures of the Treasurer. The printing' of said facsimile signatures of said President, Clerk and Treasurer upon said coupons is hereby adopted by this Board as the authorized and authenticated signing of said coupons by said officials, which officials, by the execution of said bonds and a signature certificate, shall adopt as and for for their signatures the facsimiles thereof appearing on said coupons. Pursuant to Section Utah Code Annotated 1953, as amended, the use of facsimile signatures for the Chairman who seconded a motion made by the Garfield Chairman at the meeting before that one. This is particularly a bad time for the program to be removed from Kanabs point of view. Dale conceived and gave birth to the idea of the Kanab Development Corporation, which we venture to say has shown more positive, forward action in this area for some years than any other group. And now after the foundation has been laid and the development of the area is in a good position to bloom, the props, as it were, get knocked out from under us. We dont want to defend Dale Clarkson and his office as almightly, indespensible, and we know he doesnt feel that way either, but for the small amount of money to be expended locally for the services he can offer us is well worth it. Many questions have been posed and reasons the for happenings set forth : Too many DemoPersonality conflicts crats mixed up in the developments We dont want federal aid programs Insufficient funds Politics, and many others. Whatever the reasons they have not benefited us. It may be too late to do anything now. The University may already have burned the bridges behind the program, and dont want to swim back. One thing is certain If there is a chance of getting the program reinstated, the only way it will come is for the County Commissions to say, emphatically, We want this office here. LITTLE HOLLYWOOD" Last week we were inviteil to accompany some prominent Kanab men to Hollywood to talk fbout the movie business. Claud Cl&'vr hai been asked to go down and meet with a group that had some definite ideas as to how to bring more movies to Kanab. We came back with some observations and some convictions. Here a e a few: The movie bu biers is not going to let up but will continue strong with nearly everything in color, a bg advantage to the Kanab area. The TV fdming is going to increase greatly, with a'most all of it in color. Most of the old movies have been run and rerun and TV is going to produce many more of its own shows, half hour, hour, and two hour films. They are looking for places to film. One network is going to spend $10,000,000 in pilot films in the next few months and those that prove successful will be continued. Those areas that tire going after this business are the ones that are getting most of it. No area lias the natural advantages of ours. The only thing that will keep us from doubling our business and then doubling it again is a lack of the right kind of cooperation of the people of the area to go after it. During less than an hour watching TV down there there were two large subdivisions being advertised for sale, both bonds herein described be, and the same hereby is authorized by the Board. Said bonds and coupons bearing the signatures of the officers in office at the time of the signing thereof shall be the valid and binding obligations of said District, notwithstanding that before delivery and payment any or all of the persons whose signatures appear thereon shall have ceased to fill their respective offices. Section 4. If, upon presentation at maturity, payment is not made as herein pro vided, interest hereon shall continue at the same rate per annum until the principal hereof is paid in full. This bond is one of a series of $40,000.00 of bonds of like date and amount and is issued by said Board of Education for the purpose of paying the cost of acquiring, improving, and ex- educational facilities, without limitation, purchasing school sites, building and purchasing one or more school houses, improving the school property under the Districts charge, and including the tending including rroas that had boon held up to this time to film movies outdoors. Land values, smog, noise, and a hundred other things are elosmg in cn outdoor filming in Southern California, and even on fiinrng in the studios. They are looking for good, practical place- to expand. Kanab is an ideal place to little Hollydevelop as a wood that couid well become a bg Hollywood in a few years. It has the scenery, tlie weather, and is but a short distance fiom Hollywood by plane. It isn't going to happen by itself. It will take direction. One prominent location manager who is well known here asked us the condition of Fort Kanab. He had called and had conflicting reports on its condition. Finally he sent a man up to look at it. This man reported that it was in poor repair, that much of it was falling down. This means that there was a film that was considering coming here this fall and would probably have come had the fort been in good condition. It is commonly thought that the movies have an unlimited amount of money and if they want to use something they will fix it up. But this is becom'ng less true all the time. In this ca e it probably cost us a film. One thing that was ashe.l for was regular information, not over six months apar1, on local eond tions, prices, etc. Many coniniuni' ies have an or cost of equipment and furnishings for such improvement, facilities and property, and all costs incident to the authorization and issuance of such bonds afid is issued under and pursuant to the provisions of the Constitution and laws of the State of Utah, including the Utah Municipal Bond Act, Chapter 14 of Title 11, Utah Code Annotated 1953. It is hereby certified, recited and declared that the issuance of this bond has been authorized by the electors of the District qualified to vote on the question at a special election held therein on the 4th day of October, 1966; that all conditions, acts and things essential to the validity of this bond exist, have happened and have been done, and that every requirement of law affecting the issue hereof has be. n duly complied with; that this bond is within every debt and other limit prescribed by the Constitution and laws of said State; and that the full faith and credit of said Board of Education of Kane County School District is hereby irrevocably pledged to the punctual payment of the principal of and interest on this bond, aceordin B to its terms. Once an improvement program is launched, other items can be added as a matter of course. Another fort, a train, a stagecoach, wagons, and a hundred other items could be acquired over a period of time. If the right kind of planning is put into the project it can be used as a major tourist attraction with resultant income while it is not being used for filming. In fact, with the right scheduling, both can happen at the same time. On the outside of Columbia Studios was a large billboard advertising Mackennas Gold. On the inside we visited with Hal Fisher, who is known to many here. We asked him If the sign on the outside meant that the picture was soon to be reLas d. "No, he said. The picture is in Europe and will not be ready fer about a year." The director lived in Europe, he explained, and was doing the editing ever there, and it would take about as much time to finish editing it as it d d to film it. Two men we talked to would like to move to Kanab to make their homes. The e can be no doubt that many' in the movie and TV industry would like to get out of the madhouse that si get out of the madhouse that is Los Angeles. This presents a golden opportunity that we should be prepared to take advantage of.
