If the committee a reproves the application, a certificate will be issued to the applicant. When the farmer has purchased his hay, he will have the seller sign the certiicate after which the farmer will mail the certificate to the State Commissioner of Agriculture, whereupon he will be reimbursed for the amount certified by the County Committee.
