Although the annual income ceiling has been increased under the new law, more types of income will have to be considered under the new system. Q. What are the changes in methods to be used in computing income? A. Income received by a veteran or by his widow from any source, with few exceptions, will be considered as income under the new system. Separate income of the veteran's spouse, over $1200 a year, shall be counted as the veteran's income, unless to do so would create a hardship. Q. What could constitute, a "hardship" in this instance? A. If the evidence shows that the entire income is needed for large and unusual family exp-ense-- such as those incurred by serious illness or unusual expenses incurred for the education of children -- - counting all but $1200 of the spouse's income as the income of the veteran might be regarded as a hardship. Each case of this nature is considered on its own merits. Q. What income is specifically exempt by law? A. Eight categories of income are exempt in calculating the annual income to determine pension eligibility. They are: 1. The six months death gratuity paid by the Service Departments. 2. Public or private relief or welfare organization donations. 3. Payments of compensation or pension by the VA. 4. Payments from government life insurance or servicemen's indemnity. 5. Social Security lump-su- m death payments. 6. Payments to an individual under public or private retirement, annuity, endowment or similar plans equal to the amount he con-tributed thereto. 7. Proceeds of fire insurance policies. 8. Widows or children may exclude amounts equal to the amounts paid for settlement of the deceased veteran's just debts, the expenses of his last illness, and the expenses of his burial, less reim-bursement by VA. Q. If a pensioner begins to receive additional income or acquires additional property, must this be reported to the VA? A. Yes, and promptly. Any increase in annual income must be reported under either law. Under the new law, any material increase in the size of the pensioner's estate must also be reported. Q. What about a change in the number of dependents? A. This must also be reported promptly to the VA. Q. Is there anything else besides the amount of income, the size of the estate, and the number of dependents that will affect the amount of pension paid to a veteran under the new system? A. Yes. Under the new system, the pension of a veteran hospitalized or maintained by the VA will be reduced to $30 a month ' after two full calendar months of care. If a veteran has a wife or child, the amount of his pension in excess of $30 may be paid to his dependents.
