Buehner charged that the incumbent Governor had closed his eyes to the basic and urgent problems facing the State's economy. "For the past 4 years the Democratic administration in the Capitol has had ample opportunity to work with the Legislature in formulating policy that would prove attractive to industrial leaders thinking of relocating their plants. Instead of working jointly toward that end, the Governor chose to play politics at every turn, and consequently, the Legislature was frustrated in its efforts to create a legal basis for programs essential to the growth and development of Utah." "We have a situation in the State today wherein the Governor points to the companies which have come into Utah during his tenure, and on the basis of that he would have us believe that great progress has been made. When the facts are investigated, a completely opposite picture emerges. The aerospace industry employed nearly 17, 000 persons at the beginning of the Governors term; it has since shriveled to less than half that figure. When the contracts awarded under the Eisenhower administration were completed, new ones simply didn't materialize. We have a higher rate of business failures in Utah today than the entire national rate of failures during the depths of the Great Depression. The Governor says much about business coming to Utah, but nary a word about industry that g, moves out of Utah. Despite the we are not holding our own in this area. Our unemployment rate in Utah is nearly twice the national average, and the creation of new jobs average, and the creation of new jobs is only half of the minimum number that must be created each year just to keep up with the number of students we graduate from our colleges. The Governor chooses to ignore these critical problems and keeps telling us how wonderful things are. I dont see anything wonderful about the fact that almost 20,000 Utahns cant find a job. "Utah is a land of rich opportunity. We have unpa railed scenic grandeur. We have fantastic recreational areas that cry for development. We have a growing population that expresses increasing interest in the Symphony, opera, and ballet. There are many cultural endeavors which add immensely to the desirability of our State as a place to live. If these opportunities are to be developed to their full potential, it will take more money than we presently are able to generate, and a great key to increasing the revenue available for these kinds of projects lies in this subject of industrial development. The approach of the present administration is costing Utahns millions of - A? ' , , y ..
