Show Serials Dept. of U Library Utah Salt Lake City, 04112 U WESTERN AMERICANA NON-CIRCULATIN- G Nilws SOUTH SALT i Serving The Center Of Industry v,,, Volume South Salt Lake, Utah, Thursday, August 8, 1968 1 Editorial Citizenship Means Responsibility In the American way of living; good citizenship demands that the individual assume responsibility for his own actions, and recognize that there can be no privilege without a corresponding responsibility. He must also assume an active personal responsibility for the welfare others. The central concept of citizenship is responsibility. This can be learned only in the home. If parents have taught their own children to be irresponsibly the school has no machinery adequate to undo their mistakes. But the home today faces serious difficulties. However, new avenues are being pursued from many directions to of Number 15 Bakers DozenHofd Family Reunion The sons and daughters of William B. and Hazel Keel Pace, (both deceased) were together for the first time in their lives on the 25th of July. The are Paces had 17 children but 13 now living. They call themselves the Bakers Dozen! The schools, churches, social service groups and others are approaching the subject from various points of view that are sure to bring them much closer together in dealing with the problem. One point involved and quite conclusive is that parental example is the key to the good or bad traits developed by children. Too large a percentage of young people smoke and drink liquor, and use profane language as a result of parental indiscretion. On the other hand parents who live close to their children and teach them that happiness hi the product of good, clean living find their children more obedient and happy to serve others and are better controlled. Guest Editorial Medical Discrimination Current policies of the Utah State Welfare and Industrial Commission regarding chiropractic illustrate how the word bureaucracy has come to sometimes stand for unreasoning officiousness. First, let us point out that chiropractors are licensed and regulated by the State of Utah. The Utah State Supreme Court and the Utah State Legislature have recognized the chiropractor as 'practicing medicine." Notwithstanding this, the State Welfare Commission, as a matter of policy, discriminates againstxhiropractors and their patients by re fusing to malm compensation to them under the Public Assistance Acts. The policies of the State Industrial Commission are similarly discriminatory in that they interpose the judgement of an insurance adjuster between a patient and his doctor. The State Supreme Court has said: "The law is not concerned with the question of whether chiropractic is as good as or better than other systems of treatment.. .It is not the purpose of the law to create or foster monopolistic protection for any group; or classification of practitioners in any field of licensed practice. Likewise KSL is not concerned with the question of whether chiropractic is as good as or better than orther systems of treatment What does concern us is that the Welfare and Industrial Commissions are substituting their judgment for that of the Legislature which the State Supreme Court has reinforced. This would seem to be not only arbitrary but of questionable legality. KSL Hopes these discriminatory practices will cease. If it is intended to exclude chiropractors from full participation in the Public Assistance Acts the licensing statutes must be considerably narrowed. The bill does not contain all that we would have liked it to contain, however, I realize that legislation is nothing more than compromise and under the circumstances, I think that our state did ks mainly to the efvery at-thi- s well--than- forts of Utahs Congressman Lau- rence J. The reauthorization of the Dixie Project will undoubtedly pump new life into this reclamation project Southern for Utah, and the Burton amendment, which gave us the Uintah Unit, will greatly benefit the northern part of the state. "The language regarding importation of water gave the conferees the most trouble, however, the fact that the word augmentation got into the bill at all is a step forward. I am hopeful that we can take up the conference report as soon as possible and get the bill to the Presidents desk before the August recess.
