It . is intimately and importantly connected with our governments foreign policy objectives, and the conduct of the cold war. It is designed . to help us make friends and to keep nations most' particularly the underfrom bedeveloped nations into the Commuing drawn nist world empire.. American . oil companies which operate on the international scale are outstanding examples of what can be achieved. They have produced in many comers of the earth, oil that the free and world urgently needs vast have they brought material benefits to the peoples of the countries concerned. 1 November 17, 1961 v In order 'to encourage and, indeed, make possible such foreign Investments our tax laws have contained an eminently reasonable provision. An American company operating abroad is allowed a credit against U.S. income taxes for the income taxes already paid to a foreign country. But a proposed bill would repeal tliis credit. The result, if it should be passed, has been described by Senator Morton of Kentucky. In typical cases, a firm could be required to pay income tax rates of 50 per cent and more in the foreign, countries, and then the 52 per cent corporation tax in the TJ.S. on any remaining foreign income. The total tax would add up to a prohibitive 75 per cent or so. In the Senators No American busi words: ness could operate successfully or effectively compete under such tax treatment. It is hardly conceivable that House or Senate, wpuld seriously consider so destructive a law. . At the end of his statement, Senator Morton made a recapitulation of his arguments, a key paragraph Such a policy in the being: Scheduled to meet on the Westminster College campus are four colNovember 29-3- 0 lege presidents representing the College of Idaho, Caldwell; Colorado College, Colorado Springs; Westminster College, Salt Lake City; and Whitman College, Walla Walla, Wash- ington ' Subject of the meeting will be concerned with further planning relative to the cod program operative are uninstitutions the four dertaking.
