It was the opinion of the Council that practically without exception the Officers are not showing the proper initiative, imaglnaton, nor following through generally on the routines of their assignments. The apparent indifference on the part of the Officers to their work is reflected in the above mentioned reports. You will notice from the attached traffic report that there is a whje discrepancy among the number and type of citations issued by the various officers. Although it is not the policy of the City Administration to suggest that tickets be issued for the sake of tickets alone, the Council is aware that violations are occuring and feels that in the best interest of the City that citations should be issued to curb the violations. The Council was not pleased with the ever mounting backlog of unresolved criminal cases. Many of the cases evidence no work being done on them, yet reports come abck that criminal investigators are not conscientiously utilizing their ty time. I have implicit faith that each of the men now serving on our Force has the ability to make an outstanding Officer. The Council, however, is interested in results, not potential.
