It Is evident that the purpose is to consider only such measures as shall be absolutely necessary, and that practice will doubtless apply to amendments of existing statutes. Much time has necessarily been consumed in perfecting the organization of the house and in drafting rules under which it is to do business. Now that this work has been accomplished, the lower legislative body will be able to give painstaking consideration to proposed legislation, either original or amendatory. Several important measures have been reported in the senate, and there is every indication that there will be a bitter contest over some of them, as the senators are far from being a unit for them. A bond issue of $3,000,000 is suggested in a house bill for the road campaign, which is mapped out in Senator Dernr measure. One of the most Important measures which the house will be called upon to consider is that which originated in the senate and which makes amendments to the workmens compensation act. The bill for the proposed amendments is brought forward at the request of the state Industrial commission and contemplates ruch emendations as will bring about exclusive state insurance ' of employees, instead of permitting, as now, private companies to compete with the state. The thirteenth session of the legislature will be urged to amend the state marriage laws to make the registration Requirements of marriages conform fvith the registration date of births and deaths. LEGISLATIVE NOTES. ' To destroy the peon system and prevent foremen from exacting a weekly or monthly sum from the men whom they put to work, Representative Frank Newman is preparing a bill which will make it a felony to exact such a fee. The penalty will be a term in the penitentiary. Nearly all of the time of the house on January 23 was occupied in considering the reports of the committee on rules.
