Not allowed "We tire not allowed to contact subcontractors; Six County manages the subs and the contracts. And they don't listen to us when we ask for a different subcontractor," Moon said. Bart Roberts was hired as the construction supervisor in July (the previous supervisor left the project, and Six County did not want to comment on his performance). But he says some of the responsibility for the delay rests on the shoulders of the homeowners. "Everybody thinks that they bust their butt in their own minds, but if they really worked as well as they think they do then we would be much further ahead. They might come and hang a door. It may take some people an hour, and some people it may take them all day," Roberts said. He says 30 percent of the group does 70 percent of the work. *'You have people that just come and walk around. There is no way for me to force them to work," Roberts said. Director of houses and community with Six County, Kenyon Ogden, said Six County has tried to work with the subcontractors to the best of their ability. We are frustrated "We have had problems with subcontractors. Messages have been left. They still don't show up. We are as frustrated as the families are when people don't come and do what they say they will," Ogden said. Jack Cox, the state director of USDA's Rural Development program, says he is sensitive to the frustration of the families. He says he feels that Six County has done a fair job with the project considering the problems they have had. Cox said this is the first time that one of his projects has had this much trouble with subcontracting. He says USDA will change its guidelines for nonprofit organizations in the future due to this problem. Meanwhile, the families still have'no idea when they can move into their homes. The Thompson family, with two kids and a baby due next month, is living in Snow College student housing because their lease has run out in their apartment. "We had no fears that we wouldn't be in our home when our baby was born," Brian Thompson said. "Well, it's October now, we are not in our home, and Six County cannot tell us when we will be." The Boylan family is living in a three-bedroom house with eight children. "We have five children in one room, and three in the other. We are eager to move," Teresa Boylan said. The Boylans started building their home two weeks after Teresa gave birth to her youngest child, and she says she feels like she is missing out on the first years of her child's life while she is working on the house. Moon has five children that he has already moved twice while waiting for his home. He has to be out of his current housing on Friday, and says he has no idea where he will go with his children. Let us move in! ShcRane Rostron is a single mom. Her daughter has developed ulcers, she says, over stress due to the building of the house. The daughter is taking ulcer medication, and has written, "let Us move in!" on all of the boxes in storage. The Mcssersmiih family lives in Nephi with relatives and makes the commute everyday to work on the house. The Kimball family had a baby three months premature. The baby stayed in the ICU in Provo until the end of August, but the family still worked on their house. Both theTillacks the Keelers are living with relatives and expecting a baby. Six County told the families that they are building the homes on budget, but the original plans called for a yard, fence, air conditioners and appliance packages. "We are not on budget. They say we are, but that's only if you take the yard, fence and appliances our of the budget," Erin Thompson said. Kenyon Ogden did answer a number of questions, but asked to have a written list of questions submitted to his office for further comment. The families are keeping spirits high by sticking together until they move into their new homes. They still have a sense of humor, they still laugh and joke as they sweep the floors of their empty homes and wait to fill them with family knickknacks. All the families agree that USDA Rural Development has a great program. "The program works; it has worked all over the country. It has just been poorly managed here," Moon said. However, Brian Thompson said if they don't get into their new homes soon he is going to start telling people that he joined a government program that puts people out on the streets instead of helping them build homes.
