Spencer EPHRAIM—The Utah State Board of Regents has named Rick Wheeler interim president of Snow College while the search to replace outgoing President Michael Benson begins. Wheeler will assume the duties of president on Jan. 1. “We expect to have a new president in place by July 1,” Wheeler said. The search for the 15th president of Snow College will also begin on Jan. 1 and is under the direction of the Board of Regents and the Utah State Commission of Rick Wheeler Higher Education. Wheeler was also named as interim president when former president, Gerald Day, resigned. When the search was begun for Day’s replacement, the Snow College search committee narrowed a field of 79 candidates down to five finalists. Then the finalists were sent to the board that made the final selection. Wheeler said the committee to name a successor to Benson will consist of officials from the college and Ephraim City and will follow a similar chain of events. In April, state utilities officials conducted a telephone survey to find out if businesses and residents supported the plan. Generally, if 65 percent of respondents are in favor, the Utah Public Service Commission (PSC) approves the “extended area of service.” Because of lower support in the Gunnison Valley, the margin is barely over 65 percent, but the proposal “passes.” After a final hearing at which some fixed-income residents object to base rate increases, the PSC makes Sanpete a single calling area. On Nov. 1, residents start dialing tollfree within the county. National Mormon Pioneer Heritage Area approved. On Pioneer Day, the U.S. House of Representatives passes a bill, previously approved by the Senate, creating the heritage area along 250 miles of U.S. 89. President Bush signs the bill Oct. 12. Passage culminates a sixyear effort by the Utah Heritage Highway Alliance to recognize U.S. 89 as one of the major corridors of Mormon colonization of the West. 6 The bill authorizes $10 million for signage, historic preservation and other activities. But money must still be appropriated, and only $1 million may be spent per year. Near year end, heritage-oriented businesses and organizations in Sanpete and Sevier counties meet in Manti with Sen. Bob Bennett, the bill sponsor, to share ideas about developing the heritage area. Moroni Feed Co. announces alliance with West Liberty Foods. The local turkey grower cooperative announced that West Liberty Foods, a similar but larger cooperative in Iowa, will take over the functions of Norbest Inc., Moroni Feed’s marketing company. West Liberty has a different, and broader, customer base and a different product line from Moroni Feed. Feed company officials say the partnership could open up new markets for Sanpete growers and help ensure the longterm viability of Sanpete’s largest industry. Manti completes Main Street beautification project. In January, the president of Zions Bank visits to 7 8 help unveil a tall, outdoor clock on Main and Union Streets as the centerpiece of the project. (Zion’s Bank funds the clock.) The project also includes lighting, trees, benches, restrooms and a water feature, along with “bulb-outs” (enlarged curb areas) at Main and Union. The finishing touches are added in May when flower pots and banners are hung from light posts. Gunnison completes Sanpitch River Walk, continues to mull motorized bridge. After years of planning, grant writing and negotiation of easements, the Sanpitch River Walk is ready to go. Then rising costs threaten to unravel the plan. The Utah Department of Transportation approves two supplementary grants and the walk is back on track. In June, the city council awards the construction contract, and on Dec. 15, the city cuts the ribbon on the completed pathway, the first developed, in-town walking trail in the county. Still pending: Landscaping, most of which must be done by residents on a volunteer basis. Also a motorized bridge across 300 East. It isn‘t officially part of the walkway, but river walk 9 Gunnison Valley Hospital chairwoman Lori Nay says it is a needed facility that, if possible, should be completed along with the river walk. Manti City rezones Barclay property, triggering resident suit. In 2005, the city council voted “no” on a request by Mike Barclay, owner of Barclay Mechanical, to rezone property next to his metal fabricating business, from residential to industrial to permit parking of heavy equipment. The vote became an issue in the 2005 municipal elections. Barclay supporters said the rezoning was needed to support economic development. Opponents said rezoning would lower property values in the adjacent residential area and undermine the integrity of local zoning. Newly elected mayor, Natasha Madsen, said the 2005 vote had been invalid because a public hearing on the rezoning had not been properly advertised. In June, a city council containing several different faces voted again. This time, the council approved the rezoning. But in September, eight residential property owners filed suit, saying rezoning was capricious and damaged their property values, and that the 2005 vote was still binding.
