Rural Partnership offers an opportunity to grassroots input on rural problems straight to the Capitol a state official told a gathering at Board take the Snow College at Richfield campus Wednesday Ed Meyer Director of the newly organized Office of Rural said “this is the Development first time that rural Utah has had a legislatively mandated office of rural development” however Meyer cautioned that despite having a specific local voice in state government governments need to implement “sound regional to strategies reinforce the most important ideas” instead of leaving the development and implementation of those ideas up to the state Meyer also admonished rural locales to work together to provide quality education opportunities at all levels “rural educational institutions are working in different silos” he said and continued that technology allows rural residents more education opportunities than in the past and that Utah needs to use its distance educational tools efficiently Meyer also addressed job creation in rural areas and using with state federal partnerships and private entities to provide In employment opportunities cent years he said private companies have created 1000 new jobs in rural Utah and that federal offices could also locate or contract in these rural areas Meyer noted however that rural areas shouldn’t be dependant on government or companies for job creation He urged local governments to focus on the “rural entrepreneur” to bolster sagging rural economies He noted however that such entrepreneurs face considerable hurdles to set up shop For instance new business owners must “forfeit benefits where he or she now works in or- der to set up a new business venture” He feels that establishing a new health insurance esoteric to the rural communities of Utah would help ease that burden Meyer also sees the need to establish special financing and micro enterprise loans for those for whom acquiring credit could prove difficult Meyer states the need for support teams in rural Utah to guide fledgling entrepreneurs through the maze of paperwork involved in starting a new business As it stands now new business owners have to drive
