vehicle for reforming youth Birch also pointed out that the school will provide dozens of employment opportunities for but area residents As an educational facility for youth the school will need teachers counselors therapists and equine trainers The school will start up with staff imported from existing Pretty Shield schools but Birch said that it is his intent to hire local residents for the majority of these positions Being a residential facility as well the school will also need to hire people for positions such as cooks and janitors Birch indicated that meetings will be held in February or March to keep the public abreast of progress toward opening the school which it is hoped will happen next fall He added that Pretty Shield will begin accepting employment ap- Interest Training offered in Aurora AURORA — A Community Emergency Response Team (CERT) training will begin on Tuesday Sept 14 at 6 pm in Aurora at the Aurora Scout Cabin The training will be held on Tuesday and Wednesday evenings for three weeks CERT is a program that trains volunteers with basic emergency sponse skills so they can help law enforcement and other emergency responders during a disaster situation Part of CERT training is providing people with enough information so they can help in an emergency without jeopardizing themselves The training will teach disaster preparedness disaster fire of shortfalls that have already shown up in the budget such as a deficit of nearly $145000 in the Road Department account Another problem was that it took the county jail longer than expected to qualify to house state inmates That caused a revenue loss that could amount to $60000 In addition to “concrete” budget deficiencies Dettinger enumerated potential losses Income from building permits and recording fees are both projected to be down percent from i’nitial projections and local sales tax revenue is expected to be “down significantly” Still another consideration is mandatory periodic and expenses that county can’t avoid For instance the Federal CommunCommission and Utah Legislature arc requiring the county to update its 9 dispatch system by 2005 at a cost of about $84000 By 2006 the county will have to replace election equipment to comply with federal regulations at a cost that has not yet been determined Attempting to put the tax “into context" for citizens a Blackhani about being open on that day for commercial reasons We agree Everyone deserves a day of rest including our dedicated employees who have been diligent in working on that day Perhaps it’s a sign of a weak economy perhaps something else but the simple fact is that there has been a dramatic decline in our Sunday business in the last few months so much so that theoveihead (utilities labor costs etc) was far greater than the net receipts of the day Closing on Sunday was an obv ious step toward keeping the business on solid ground however it was against the terms of the lease agreement There is no dispute on that point In discussion with the property owner and explaining what we were facing his response was basically "If you are loving money on Sunday that’s your problem not mine" le is precisely correct We hope our customers will understand that we were faced with a very difficult situation that basically came down to a very simple answer: Did we want to continue losing money or take steps to eliminate the losses despite the lease terms?
